Appraiser Intern

 Job Summary:

This position assists with the mass appraisal of residential properties in the City in accordance with the property tax laws of Minnesota. The position will perform on-site inspections, collect data, photograph homes and update records in our computer assisted mass appraisal software. 

 

Scope of Responsibility:

Assists in maintaining accurate property values, classification, and equalized assessments under the direction of the City Assessor and supervision of the Residential Assessor.

 

Essential Duties and Responsibilities:

  1. Classifies and appraises residential properties according to proper assessment procedures and state statutes.

a.   Performs physical property inspections and interviews residents.

b.   Assists in updating property records in Anoka County’s CAMA appraisal system.

      c.    Implements necessary City Assessing Division procedures related to Anoka County.

d.   Reviews building permits and blueprints relating to new construction, partial construction, alterations, and additions to determine any contributory value.

e.   Evaluates home sales for inclusion in the sales ratio study.

f.    Evaluates property and grade improvements based on construction qualities using criteria established by Anoka County.

  1. Responds to questions or concerns from property owners regarding value, classification, homestead, property tax and the assessment process.
  2. Tracks and monitors market values in the Fridley using Excel, IAS World, GIS, and other software.
  3. Develops and provides real estate values and tax estimates for new construction projects.
  4. Provides positive customer service and responds to requests for information and service from the public, staff and outside agencies or businesses.
  5. Performs other duties as assigned or apparent.

 

 

 

Minimum Qualifications:

 

  1. High school graduate or GED equivalent.
  2. Two years’ relevant work experience; OR
  3. Equivalent combination of education/training/experience.
  4. Possesses a valid MN Driver’s License.
  5. Excellent math, basic calculation, and problem-solving skills.

 

Desired Qualifications:

  1. Training and background in real estate appraisal or sales, residential construction, assessing or City Planning.
  2. Interest in Real Estate Appraisal, Assessment, Sales, Residential Construction or City Planning.

Physical Demands and Working Conditions:

Work is performed in an office setting and in the field.  Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury in the office.  Work is light duty with ability to lift, carry or push up to 10 pounds. Extensive keyboarding may put incumbent at risk for repetitive motion injury or eyestrain. Environmental conditions include heat, cold, wetness, and other related occupational hazards when performing duties in the field.  Some exposure to angry or hostile persons. Work involves high detail with deadlines.
