Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

Please note: This is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position and is subject to management review and approval.

 

Duties

  • Examines, reviews, and in some cases adjudicates loss and damage claims pertaining to damages or losses involving personal property
  • Acts as claim adjuster with delegated authority to take settlement action on certain loss and damage claims and finalize the case with a recommended course of action.
  • Reviews, examines, and resolves the question of liability for in transit loss or damage and establishes the dollar amount of loss or injury.
  • Analyzes transportation contractual agreement, commercial carriers'' tariffs, researches and interprets for application of federal regulations. Determines adequacy of precedent material and exercises minor deviations in application.
  • Makes determination under principles of laws and the various rulings of the Interstate Commerce Commission, as to the loss or injury, responsibility thereof, the loss of money that was suffered and how much can be recovered under the applicable laws.
  • Requests field office to submit evidence to support findings of law or fact and explores all avenues to obtain evidence that will establish time, place and circumstances of the loss or damage.

 

Conditions of Employment

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Qualifications

 

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as Examining and reviewing loss and damage claims, then, acting as the claims adjuster and taking settlement action on certain loss and damage claims. Reviewing, examining, and resolving the question of liability for in transit loss or damages and analyzing transportation contractual agreements, commercial carrier's tariffs, researching and interpreting applicable regulations in order to make an accurate determination on liability.

Volunteer Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

 

GS-07 Substitution of Education for Experience: One year of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
