  • Human Resource Generalist III, B23, $58,184 - $94,913

Position Description

HR Generalist II

Performs highly complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources program(s).Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

HR Generalist III

Performs and/or coordinates advanced human resources-related work in a district or the Human Resources Division. Facilitates one or more human resources program(s). Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

What you'll be doing

HR Generalist II

  • Serve as point of contact for leave programs in the NE Branch, including FMLA and benefits in the Dallas District.
  • Review and manage routine medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA). All non-routine cases should be referred to the lead or supervisor.
  • Prepare, review, process, and explain correspondence, reports, forms, and transactions relating to benefits and leave.
  • Conduct employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
  • Represent TxDOT at benefits fairs and internal/external committees.
  • Keep abreast of applicable rules, regulations, policies, and procedures.
  • Provide guidance to management on sensitive issues in areas, such as FMLA and ADA.
  • Consult and coordinate with Department management/staff regarding interpretation of rules, regulations, and laws to ensure program compliance with state and federal laws and regulations with guidance from Supervisor or Lead Worker.
  • Provide information, answers questions, and advises employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
  • Performs other job responsibilities as assigned.

HR Generalist III
all of the above and

  • Develops and provides human resources training in areas of leave management and benefits.
  • Develops procedure manuals; and training, educational, and information materials relating to leave management.
  • Serves as a subject matter expert in leave and benefits, including FMLA, to other human resources professionals.

 

Minimum Qualifications:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

HR Generalist II - 1 year human resources-related experience.

HR Generalist III - 2 years human resources-related experience.

Experience can be satisfied by full-time or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

 

Preferred Qualifications:

Experience: Extensive experience in leave management; including processing FMLA and managing ADA requests.

License/Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP
