Job Summary
*Telework (Within Minnesota or Neighboring States) and Flexible Hours Options Are Available.
This position manages/directs the Department of Human Services’ (DHS) agency-wide approach to strategic planning, evaluation, and organizational effectiveness through communication, guidance, and assistance to the Commissioner, Deputy Commissioners, Senior Strategy, and Executive Management Teams with the goal of advancing agency-wide, cross-administration and cross-governmental/sector initiatives.
Domains of responsibility include:
- Leading high-level (agency-wide, administration-wide or cross-agency/governmental) efforts directed at organizational effectiveness, alignment, and change management.
- Directing strategic planning and evaluation implementation efforts across multiple partners to drive decision-making and policy development at the highest levels.
- Managing leadership initiatives across DHS, in coordination with external partners and stakeholders as applicable.
- Providing strategic direction on a system of leadership that advances the agency’s mission and develops current and future leaders.
Qualifications
Minimum Qualifications

Three (3) years professional specialized experience leading program and/or delivery change management efforts.
Experience Must Clearly Demonstrate:
- Understanding of organizational development methods.
- Experience implementing change management training and methodologies.
- Experience collaborating effectively across multiple levels of an organization.
- Understanding of Minnesota’s human services delivery systems.
- Program management that includes tracking and presenting research findings and results to diverse audiences.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Strong human relations, engagement and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
- Knowledge of human services policy and procedures, and of government functions and relations.
- Master’s degree or higher in an area related to public policy, public administration, planning or organizational development or a related field.
- Experience in leading large-scale planning initiatives.
