Position Objective:
To assist the City Clerk’s Office with the Fridley City Code (City Code) Recodification Project, an effort of the City Council to revise and update the entire City Code, as well as assisting with legislative research and drafting of ordinances, resolutions, and proclamations, retention of official records, analysis and continuous improvement of administrative policies, and design new internal administrative processes. This position will also work with the Fridley Housing and Redevelopment Authority (HRA) for business retention and expansion efforts. The Administrative Intern will also complete special projects as assigned by the City Clerk, Assistant HRA Executive Director, or City Manager.
 
Essential Duties and Responsibilities:
1.            Assist, support and coordinate efforts related to the City Code Recodification Project.
2.            Review and analyze various City Code chapters and/or sections, which may include comparative analysis, best practice alignment and statutory compliance.
3.            Draft suggested revisions to various City Code chapters and/or sections, and present such changes to various groups as needed.
4.            Research and draft legislative tools such as ordinances, resolutions, and proclamations to be utilized by the Fridley City Council.
5.            Schedule business retention and expansion visits, as needed.
6.            Manage database to monitor and track business retention and expansion visits.
7.            Assist in updating standardized materials for business retention efforts and expansion visits.
8.            Coordinate and support the retention of official records consistent with applicable rules and regulations, such as Minnesota Government Data Practices Act and the Minnesota Records Retention Schedule.
9.            Coordinate and manage continuous improvement projects pertaining to administrative processes.
10.         Create and facilitate new administrative processes applicable to City-wide service offerings.
11.         Prepare data, memorandums, reports and presentations for various groups up to and including the City Council.
12.         Attend meetings and present work product to various audiences as needed, which may include public meetings and open houses.
13.         Complete special projects as assigned by the City Clerk, Assistant HRA Executive Director, or City Manager as needed.
14.         Assist the City Clerk’s Office, City Manager’s Office with various activities as needed.
15.         Provide exceptional customer service to internal and external customers.

 

Minimum Qualifications:

1.            Working to obtain or obtained a bachelor’s degree in Political Science, Public Administration or a related field from an accredited college or university.
2.            Must satisfactorily complete a criminal background and reference check process.
 
Desired Qualifications:
1.            Recent graduate, or currently enrolled in a Master of Public Administration from an accredited college or university.
2.            One year of experience with a local government, preferably a municipality.
 
Knowledge, Skills and Abilities:
1.            Knowledge of the procedures and objectives of a municipal code, state and federal laws, and other rules and regulations.
2.            Ability to perform research; read and interpret data, information, documents; analyze and solve problems.
3.            Knowledge of economic development, business retention trends, and effective marketing principles and strategies.
4.            Strong oral communication and business writing skills.
5.            Ability to interpret and apply administrative and departmental policies.
6.            Knowledge of standard office practices, procedures and equipment.
7.            Ability to communicate effectively both verbally and in writing with a variety of audiences and groups.
8.            Ability to work with Microsoft Office Suite including, Excel, Outlook, PowerPoint, Teams, OneNote, and Word as well as Laserfiche and Adobe.
9.            Ability to input, retrieve, and access information on a computer as well as assigned mobile devices.
10.         Ability to be organized, prioritize work assignments, and comply with multiple deadlines.
11.         Ability to work independently on assigned tasks.
12.         Ability to establish and maintain effective working relationships and deal tactfully with internal and external customers, coworkers and partnering agencies.
 

Physical Demands & Working Conditions:

Work is performed in an office setting. Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury in the office. Work is light duty with ability to lift, carry or push up to 10 pounds. Extensive keyboarding may put incumbent at risk for repetitive motion injury or eyestrain.
