Mechanic I – 2nd Shift

Rate of Pay: $23.6928 Hourly / $49,281.02 Annually
 
Characteristics of the Job

Under direction of the Fleet & Facilities Manager, performs skilled or semi-skilled work in the maintenance and repair of the City’s highly diversified fleet of passenger vehicles, trucks, construction and off-road equipment, and police, fire and sanitation vehicles and equipment in support of policies, goals and objectives established by department management. 
 
Examples of Duties 
 
Identify and diagnose failures or defects, maintain, and repair or replace a multitude of components on a variety of vehicles and equipment, including but not limited to; passenger vehicles, sport utility vehicles, light, medium, and heavy duty trucks, mowers, tractors, motor graders, backhoes, sanitation packers and rear loaders, jetter-vacs, police vehicles, ambulances, and fire apparatus’.
 
Perform routine preventative maintenance services on gasoline, diesel, compressed natural gas, hybrid, electric and propane powered vehicles or equipment to include adjustments and replacements recommended by the original equipment manufacturer at various service intervals.
 
Perform comprehensive vehicle inspections to identify defects or deficiencies of components needing repair, adjustment or replacement such as brake systems, tune-ups, alignments, air conditioning repairs and recharging, , tires, bearing and gears, batteries and similar tasks.
 
Assist the Mechanic II and Fleet Services Lead Technician in the utilization of original manufacturer and aftermarket diagnostic software programs to complete more complex repairs and expand existing knowledge base and skill set.
 
Assist the Mechanic II and Fleet Services Lead Technician with vehicle and equipment conversions and installations of various types of equipment, such as electrical wiring and lighting systems, controls, radios, sirens, and hydraulic systems, pumps, and cylinders.
 
Perform tri-weekly inspections for the central fueling facility and preventative maintenance operations of compressed natural gas generator and fueling components.
 
Operate various shop equipment such as a hoist, tire machine, grinder, metal cutter, press, welder, multiple computer diagnostic software programs, signal and waveform oscilloscope, acetylene torches, plasma cutter and wheel alignment machine. 
 
Operate heavy equipment to aid in the diagnosis and repair completeness process.
 
Maintain and update equipment repair history by generating work orders in the fleet management software, creating detailed descriptions of work performed, charging out appropriate parts, and noting any vital or necessary findings or recommendations.
 
Respond to road calls for service and perform onsite repairs and diagnostic testing, perform engine regeneration, identify drivability deficiencies, finalize repair completion test drives before returning vehicles to service.
 
Provide timely, accurate responses to requests for services and promote excellent communication and information flow with both shifts using both written and verbal forms of communication.
 
Absorb instruction from Mechanic II and Lead Technician and attend City sponsored continuing education training and classes to expand knowledge and skill set.
Maintain a safe and clean workstation.
 
Assist in receiving and picking up parts or materials used in making repairs.
 
Other duties may be assigned.

Requirements
 
Training and Experience
High school diploma or GED equivalent, supplemented by two years’ training in automotive or equipment repair and two years’ progressively responsible experience in the repair and maintenance of automotive, diesel, or heavy equipment systems; or any equivalent combination of training, education and experience which provides the required knowledge, skills and abilities.
 
Knowledge, Skills and Abilities
Knowledge of acceptable practices and standards of the methods, materials, techniques and tools used in the design, construction, operation, maintenance and adjustment of a wide variety of light, medium and heavy equipment and machinery, including gasoline, compressed natural gas and diesel equipment; the standard practices, methods, tools and materials of the mechanical trade, as well as specialized tools, gauges, machinery and shop equipment used in the repair, operation, servicing and maintenance of heavy diesel-driven construction or other specialized equipment; good knowledge of computer operations and of occupational hazards and safety precautions.
 
Excellent skill in customer service; public, employee and labor relations and in maintaining effective working relationships; and solving practical problems and dealing with a variety of concrete variables in situations where only limited standardization exists. Good skill in the diagnosis of defects and failures of specialized and heavy diesel and gasoline-driven equipment; skill and adeptness with speed in performing physical activities to complete complicated tasks involving tight work spaces; using personal computer (PC) with Microsoft programs, fleet management software applications, and original manufacturer and aftermarket diagnostic software.
 
Ability to detect, by inspection and experience, any worn, defective or improperly adjusted part of the assembly; read, analyze and interpret wiring schematics, as-built or shop drawings, component diagrams, blueprints, plans, technical service and repair manuals, policies, regulations, instructions, schedules and labor agreements; work independently; respond effectively to vehicle write-ups or complaints; communicate findings and actions taken during diagnosis and repair; effectively present information and respond to questions from managers and co-workers; establish and maintain effective relationships with employees, managers, elected officials, vendors and the general public; solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; concentrate with continuous close attention for extended periods to obtain accurate results with consistent distractions present in the form of flashing lights, loud noises, strong odors, or drive in needs; calculate figures and amounts such as voltages, torque and calibrations; use specialized tools and equipment of the trade as well as hand and power tools and work varied work schedules.
 
Licenses, Registrations and Certifications
  • Valid Illinois Commercial Driver's License (CDL/B) with air brakes endorsement or equivalent within six (6) months after hire with assistance from City
  • State of Illinois DOT Truck Certified Safety Tester within year of hire.

Equipment
Personal hand tools such as sockets, wrenches up to 1-1/4". The use of pneumatic, electrical and cordless tools is typical in this position.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The employee is frequently exposed to dust, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock; and occasionally exposed to wet, humid, cold, and varied weather conditions. The noise level in the work environment is usually loud.
 
Residency
AFSCME employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.

Paid Time Off
The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

The City offers a voluntary 457 and Roth IRA retirement savings plan through International City Management Association Retirement Corporation (ICMA-RC). Employees can contribute a portion of their salary to this plan to assist them in building retirement security.


Flexible Spending Plan
Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan the first of the month following a 30-day waiting period.

The City of Moline offers employees and their immediate family members confidential, professional counseling services and specialty referrals. An assessment and six free counseling sessions are
provided.


Life Insurance
A voluntary, decreasing term life insurance policy is available for employees participating in the IMRF pension. This policy provides coverage for employees, their spouses and any eligible dependents.
