Supervisory General Engineer

Summary
This Direct-Hire position is in the Food and Drug Administration and is located in the Office of Facilities Engineering and Mission Support Services, Division of Planning, Engineering & Space Management (DPESM); Engineering Management Branch (EMB) located in Rockville, MD.

Duties
  • Plan and assign work to be accomplished by subordinate supervisors and subordinates, set and adjust short-term priorities, and prepare schedules for completion of work based on priorities.
  • Counsel, or instruct employees on both work and administrative matters; hear and resolve complaints from employees.
  • Support the DPESM Director by overseeing, monitoring, assessing, evaluating, and analyzing performance measures and outcomes of EMB planning, design, and construction responsibilities.
  • Analyze and evaluate the execution of FDA strategic and tactical facilities design and construction, including associated acquisition planning, performance, and evaluation.
  • Prepare annual FDA Building and Facilities budget request.
  • Continually evaluate budget, fiscal, personnel, and administrative controls to effectively manage FDA facilities.
  • Regularly interact with FDA's office of legislation to respond to requests for information, including interaction with the Office of Budget to ensure current budget language in appropriation is appropriate.
  • Oversee FDA compliance with federal environmental laws, including NEPA, RCRA and CERCLA.
  • Manage the planning, design, construction, and technical support of FDA owned and leased laboratories across the country. Serves as the liaison with the General Services Administration (GSA) on projects.Regularly respond to Office of legislation requests for information, and interact with the Office of Budget to ensure current budget language in appropriation is appropriate and to provide technical support to line-item budget requests.
