Job Summary
In partnership with Courts Administration, the Milwaukee County Executive, Milwaukee County Sheriff’s Office, Office of Emergency Management, Facilities, HR, IMSD, and all occupant groups in the Courthouse Complex, the Security Director will be the single point of expertise responsible for the development, implementation, documentation and management of security goals, objectives, policies, and priorities within the Milwaukee County Courthouse Complex. Develop, advocate, implement and manage operational and capital improvements designed to reduce personnel and property risks associated with the Courthouse Complex operations. Participate as an integral part of the overall emergency management team.
 
Job Responsibilities
·      Security Planning & Oversight - Develop, document, and implement security policies and procedures, for specific facilities as well as countywide. Conduct security assessments, assess security vulnerabilities and risk, and work with occupants, administrative departments and other stakeholders to develop and improve security procedures, systems and operations. Understand and apply applicable laws, codes, and regulations; gather data from appropriate sources and identify relevant factors. Coordinate interdisciplinary teams to plan, organize, prioritize, and schedule projects. Analyze procedures and systems to develop and implement operational improvements.
·      Advisory & Policy Recommendation - Analyze security operations and provide reports and recommendations to the executive staff on vulnerabilities, risks, security operations reviews and opportunities for improvement. Develop and conduct oral presentations to explain complex and/or controversial policies, regulations, procedures and/or activities, both internally and externally, taking into consideration the audience and the nature of the information being conveyed.
·      Develop Security Plans - Analyze current security deficiencies within the Milwaukee County Courthouse Complex and create solutions to address deficiencies. Develop a security plan for all areas of the facility that aligns with Milwaukee County vision. Apply learnings to other high-risk county facilities.
·      Provide Security Expertise in Critical Situations - Support and advise law enforcement, security personnel, and administration in response to security situations and incidents. Apply excellent interpersonal and written communications skills to persuade and motivate, negotiate, resolve, and de-escalate conflict, to work with diverse persons under stressful conditions, and to promote constructive problem solving individually and in groups.
·      Monitor Security Threat Groups/Committee Participation - Coordinate with the appropriate outside research groups to evaluate possible security threats/areas of risk. Participate in security related committees (including those comprised of both security and community-based members) as needed. Continue as a standing member of the State Courts’ Security and Facilities Committee.
·      Budget - Develop budget proposals in anticipation of upcoming year's capital and expense budget cycle.
·      Ability to properly or safely operate county vehicles.
·      Ability to push, pull, carry and lift up to 50 lbs.
·      Other duties as assigned.
 
Required Education, License/Certification and Experience
·      Valid Driver’s License required and must be maintained throughout employment
·      Bachelor’s degree or higher required
·      Five (5) years or more of work experience in Security or Law Enforcement required
·      Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
·      Advanced knowledge all security-related technology and equipment
·      Certified Protection Professional (CPP) certification from the American Society for Industrial Security (ASIS) preferred
·      Previous work experience in a Supervisory, Management or Director role preferred
 
Knowledge of and experience with the following will be highly beneficial:
·      Principles and practices for delivering culturally competent internal security services for diverse populations.
·      Principles, techniques, methods, and equipment used for physical security.
·      Vulnerability and risk assessment surveys,
·      Access control, surveillance, communications, and other computerized systems and applications.
·      Sources and provisions of regulatory, industry and technical standards and requirements affecting corporate security.
·      Knowledge of civil and criminal laws, standards, methods, principles, practices and polices relating to protective services and emergency management.
·      Policies and standards for interacting with local, state, and national authorities and agencies.
·      Exercising significant leadership and authority.
·      Above average writing and verbal communication ability.
 
Note: This unclassified position is open to all qualified applicants authorized to work in the United States. The incumbent must establish residency in Wisconsin within six (6) months of appointment and maintain such residency throughout their incumbency.
