The Position
Portland is routinely recognized as a national model for sustainable mobility with streets which prioritizes walking, bicycling and transit. The strong community and political support for building upon this reputation was reinforced in 2019 with the unanimous adoption of PedPDX, Portland’s 20-year pedestrian master plan.

The Portland Bureau of Transportation (PBOT) is looking for a dynamic planner to serve as Portland’s Pedestrian Realm Coordinator within the Bureau’s Complete Streets Team to influence the Bureau’s choices about how to use right-of-way, how to increase the number of trips made by walking and how to improve safety and access for pedestrians in Portland. PBOT strives to model inclusivity and promote equity through its work and organizational culture.

 The Pedestrian Realm Coordinator is the City’s subject matter expert and advisor for pedestrian issues and the pedestrian realm to Bureau staff, City Council, other City Bureaus, and partner agencies, and is a core member of the Complete Streets Team in the PBOT Planning Division. This role oversees implementation of PedPDX, which prioritizes citywide pedestrian investments to make Portland a great walking city for everyone, particularly groups who have been traditionally under-served and under-represented.

The Pedestrian Realm Coordinator works collaboratively with staff across city bureaus to ensure that planners and project managers are given policy-centered advice and guidance on pedestrian needs and the design of the pedestrian realm and frontage zone so that project outcomes can best serve Portlanders. The Pedestrian Realm Coordinator leads the bureau’s Pedestrian Network Completion Program, which prioritizes quick build investments that address deficiencies on Portland streets and advance the city’s Vision Zero and Safe Routes to School objectives.

What you’ll do:
This position is responsible for implementing the recommended goals, policies, actions, and projects identified in PedPDX by: 

  • Leading implementation and periodic updates to PedPDX and the Pedestrian Design Guide, 
  • Advising on pedestrian-related transportation planning, capital projects, and activities for the Bureau, 
  • Reviewing and advising on citywide policy and planning efforts, 
  • Reviewing design and construction plans for projects to optimize pedestrian accessibility and safety, while ensuring the essential movement of all modes,
  • Serving as the Bureau’s staff liaison for the City’s Pedestrian Advisory Committee, including Committee membership recruitment, agenda coordination, and ongoing support.
  • Responding to residents’ inquiries on pedestrian-related community impact issues and developing appropriate courses of action, 
  • Preparing grant applications and funding requests for implementing the priority activities and projects in PedPDX and other adopted plans, 
  • Coordinating with other City Bureaus, local jurisdictions, Metro, and the State as they affect pedestrians and infrastructure within the City,
  • Ensuring that pedestrian policies and plans promote equity by meeting the needs of people from traditionally underserved communities.

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Work Location 
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in April 2023, most hybrid employees will be expected to perform at least half of their work in-person.
To Qualify
Applicants must provide details in their supplemental question responses and resume that demonstrate how their education, training and/or experience, meets each of the following minimum qualifications:

  1. Experience planning for complete streets and pedestrian system completion in an urban setting and applying an equity lens.
  2. Experience managing projects including developing detailed project scopes, budgets & timelines and overseeing the work of staff or consultant teams.
  3. Experience facilitating community engagement with diverse array of internal and external stakeholders and the ability to communicate technical information to a non-technical audience and to reaching those traditionally under-represented.
  4. Knowledge of pedestrian and complete streets best practices and applying them to street design and investments which improve accessibility for all roadway users.
  5. Ability to represent the bureau on pedestrian issues and weigh broad multimodal and other roadway tradeoffs and present a complete streets perspective to policymakers.
