Human Resources Specialist Senior

Introduction

The Wisconsin Department of Workforce Development (DWD is currently recruiting to fill a Human Resources Specialist Senior position. This position may allow remote work for a portion of the work schedule up to 100% depending on the employee’s preference and needs of the work unit. Any remote work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow remote work flexibility, employees may need to report to a DWD office location on short notice. There is no mileage reimbursement when traveling to the headquarter location.  Employees need to report to the 201 E. Washington Ave. Madison, WI office on their first day for onboarding and orientation.
High speed internet access is required to meet the needs of remote work.

Position Summary

This position and is responsible for coordinating the following DWD programs and activities: 1) Reasonable Accommodation Program and Accessibility Responsibilities; 2) DWD’s Family and Medical Leave Act (FMLA) Program in conjunction with the FMLA Coordinator 3) Performing various AA/EEO related trainings for staff and supervisors; 4) Limited English Proficiency (LEP); 5) special diversity, equity and inclusion retention programs, including: DWD’s State of Wisconsin Student Diversity Internship Program (SWSDIP) and coordinating DWD’s Disability Self Identification Survey; 6)Internal Harassment/Discrimination/Retaliation Compliant; ; 7) Serving as the back-up for other DWD Equity and Inclusion Office programs; i.e. Medical Separation Program, Independent Medical Evaluation (IME) Program, Wisconsin Works (W-2) Program Hiring Plan, targeting hiring initiatives, including ER MRS-27 for the hiring of persons with disabilities; and 8) Maintain responsibility for conducting the review/approval of interview questions and benchmarks, balanced panels and hiring recommendations for positions in underutilized job groups.

Salary Information

The starting salary is between $28.00 and $36.00 per hour ($58,240 and $74,880 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 81-03. A one-year probationary period may be required.   

Job Details

Due to the nature of the position, final candidates may be required to allow DWD to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.
 
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DWD sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have:
  • Experience administering Family Medical Leave Act (FMLA), both Federal and Wisconsin (e.g., reviewing forms, providing guidance, determining eligibility, preparing communications, tracking and follow-up, etc.)
  • Experience conducting respectful workplace or harassment investigations
  • Experience working with reasonable accommodations (RA) (e.g. creating processes or policies that align with RA, being a main point of contact for employees for RA, or auditing RA for compliance)
 
Well-qualified applicants will have:
  • Experience working with American with Disabilities Act (ADA). (e.g. creating processes or policies that align with ADA, being a main point of contact for employees for ADA, or auditing ADA for compliance)
  • Experience interpreting and applying State and Federal FMLA Laws.
  • Experience working with Peoplesoft and/or other HR management tools.
