Duties

This position is being filled under the Pathways Internship Program. The program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides managers a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals while offering eligibility for non-competitive conversion to permanent employment upon completion. The Pathways Internship Program allows students to join VA in career positions that emphasize long-term training and development. This is a Student Trainee (Engineering) position located at the Clement J. Zablocki VA Medical Center in Milwaukee, WI. This position functions as a Student Trainee (Engineering) in the Facilities Management Division, Project Section, and will receive on-the-job experience in the application of related skills or education. Experience is designed to provide familiarity with the functions and operations of the Engineering Program.

Major Duties:
  • Assists the senior Engineers by performing specific assignments which are phases of broader projects in design and construction.
  • Examines data and equipment performance specifications for compliance with standards and construction contract documents.
  • Determines if equipment performance data meets operational field parameters.
  • Performs technical design review for all projects developed in-house or by other design agencies.
  • Makes frequent inspections of work-sites with supervisor or senior engineers to ensure compliance with contract requirements and participate in partial and final inspections of completed work.
  • Ensures construction and patient/public safety risks are appropriately managed during all phases of design (site investigation) and construction.
  • Attends and participates in briefings and meetings to advance knowledge of engineering concepts and technical skills.
Interns may be non-competitively converted to a term, career-conditional or career appointment within 120 days following successful completion of all of their educational and work experience requirements to a GS-0801-5 Target 11 Healthcare Engineer. Conversion is not mandatory or guaranteed.

The Pathways Program participant will enter into a written Participant Agreement that clearly identifies expectations, a general description of duties, evaluation procedures, work schedules and minimum eligibility requirements for conversion to term or permanent positions in the competitive service.

Work Schedule: Full-time, Monday-Friday, 7 AM to 3:30 PM and may be required to be present to provide off-hours support for utility outages, maintenance and projects support, etc.

Qualifications

To qualify for this position, applicants must meet all requirements within 60 days from the closing date of this announcement, 01/30/2023.

Must be a student currently enrolled on a full or half-time basis in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. All education beyond high school must be accredited by an accrediting body or organization recognized by the U.S. Department of Education. At the time of appointment and upon request, students must demonstrate an overall Grade-Point Average (G.P.A.) of 2.0 or above on a 4.0 scale as recorded on the official transcript. (TRANSCRIPTS/DOCUMENTATION REQUIRED)

EDUCATION: Must have completed at least 2 academic years of post-high school study or an associate degree. (TRANSCRIPTS ARE REQUIRED) The required education must lead to a bachelor's degree (or higher) with specialization in or directly related to the field in which the student trainee will receive training on the job.
OR
GENERAL EXPERIENCE: Must possess 1 full year or 52 weeks of General Experience: General experience is experience where the knowledge, skills and competencies needed to perform the duties of a position are not essential, but where an applicant can their past experience the ability to acquire the particular knowledge, skills and competencies.
OR
COMBINING EDUCATION AND EXPERIENCE: Must possess equivalent combinations of education and general experience (as described above). (TRANSCRIPTS REQUIRED)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NoteA full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there may be occasional climbing, walking, bending, crawling, or stooping involved in activities such as investigating problems, or indoor/outdoor site visits.
