DEPUTY INSPECTOR GENERAL FOR AUDIT AND PROGRAM REVIEW

Visit www.igchicago.org to apply Audit & Program Review (APR) conducts independent, nonpartisan, evidence-based analyses and evaluations of City programs and operations, issues public reports of findings, and makes recommendations to strengthen and improve the delivery of City services. The work of APR serves as a resource for City administrators and legislators, as well as civic, academic research, policymaking and advocacy organizations, journalists, and the general public. The section’s independent and professional government performance audits of City programs and departments follow generally accepted government auditing standards of the federal Government Accountability Office (The Yellow Book).
Under direction of the Inspector General, and in collaboration with OIG’s Center for Information Technology and Analysis (CITA) and Legal Section, the Deputy Inspector General for Audit and Program Review (DIG-APR) plans and leads the activities of professional staff conducting performance audits of City departments and making recommendations on the efficient, effective, and equitable acquisition, protection, and use of City resources.
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor’s degree plus seven years of work experience in program auditing or operations analysis, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.
PREFERRED QUALIFICATIONS:
• Experience managing, mentoring, training, and coaching supervisors and staff
• Experience implementing quality assurance policies and procedures
• Experience conducting and leading performance audits in compliance with Generally Accepted Government Auditing Standards
• Experience planning and directing the work of others in a team-based environment
• A graduate degree in public administration, public policy, data analytics, social science, or a related field

• Strong desire to plan, guide, and lead activities of professional staff and foster their continuous development
• Strong desire to improve the equity, efficiency, effectiveness, economy, and integrity of government operations
• Excellent management, leadership, interpersonal, and problem-solving skills
• Excellent project management and organizational skills, including goal-setting, team-building, quality control, meeting deadlines, and accountability
• Facility working with senior executives, staff, and diverse groups/individuals to achieve goals
• Knowledge of and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations; awareness and consciousness of diversity, inclusion, and equity challenges across communities, but especially for under-serviced and under-represented community members
• Excellent quantitative and qualitative analytical, writing and communication skills
• Excellent work ethic and professionalism

DUTIES:
• Provide the strategic vision, priorities, and direction for the Audit and Program Review section to achieve its mission and maximize its impact
• Work in close collaboration with other OIG senior management to achieve strategic and operational objectives and to ensure that initiatives of the Audit and Program Review section have sufficient resources to fulfill objectives
• Supervise three Chief Performance Analysts and coach them on developing APR staff through effective communication, coaching, and feedback, and conduct of performance evaluations
• Establish, modify, and implement APR policies and procedures
• Review performance audit reports for quality, content, and readability
• Ensure appropriate staff training
• Prepare reports that track and summarize the work of the Audit and Program Review section
• Communicate the OIG’s work to external stakeholders including elected officials, civic organizations, and community members
• Apply an in-depth understanding of Yellow Book performance audit standards, City and OIG policies, and applicable technology
• Perform related duties as required
TRAVEL AND SCHEDULE: Travel outside Chicago is not required. Standard work hours are 8:30am-4:30pm, flexibility permitted.
RESIDENCY REQUIREMENT: Employees must be a resident of the City of Chicago and proof of residency is required at the commencement of employment.
ANNUAL SALARY: Commensurate with Experience up to $139,680
