$79,560.00-$106,641.60 Annually

*Provisional-Project Appointments: For a provisional appointment, a civil service exam is not required; however, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open. This is also a project position and project positions are generally for a specific duration. Candidates for the project positions must meet the minimum qualifications for this position.

The PROGRAM


Alameda County CARE CONNECT is an ambitious and innovative program that focuses on people experiencing homelessness and people with complex physical, mental, and social conditions who need care coordination across multiple systems, such as emergency services, hospitalizations, and law enforcement to obtain good treatment outcomes.
 

 

The POSITION

 
Under general supervision of the Alameda County Care Connect (AC3) Program Manager and direct supervision of the Senior Management Analyst under the Data Exchange Unit, the Management Analyst will plan, design and conduct analysis to support program operations and implementation of policies and procedures. This role will also assist with the general administrative support of the organizational unit to which assigned and to do related work as required.
 

Distinguishing Features:


The Management Analyst position is distinguished from Senior Management Analyst which regularly provides work direction to a small professional staff. It is further distinguished from the Administrative Specialist and Administrative Services Officer classes in that the focus of the Management Analyst class is on operational support and data analysis, rather than the provision of ongoing administrative services.
 

Major Tasks, Duties and Responsibilities:

  • Identify and analyze business requirements through stakeholder interviews, research and evaluation; utilize computer based and statistical techniques, evaluate alternative problem solutions.
  • Collect and extract data from data warehouse.
  • Design, develop, and manage enterprise-wide data analysis and reporting solutions.
  • Perform comprehensive data profiling, analysis, predictive analysis or forecasting.
  • Review and analyze data from multiple sources for trends, insights and prepare narrative and statistical reports, including suggested implementation strategies; make presentations to management upon request.
  • Manage data request process from request to delivery, acting as main point of contact between stakeholder and technical staff.
  • Represent the department and serves as liaison with other County departments and agencies in areas of mutual concern, as needed.
  • Serve on a variety of task forces and committees, as needed.
  • Perform other duties as assigned within the classification.
 

Knowledge Skills & Abilities

  • Experience with Business Intelligence Reporting Software (e.g., Tableau, PowerBI).
  • Excellent interpersonal, communication, listening, presentation, and problem-solving skills.
  • Ability to work independently, in a team, or with a diverse workforce oriented around customer satisfaction.
  • Creative problem solving, critical thinking, and analytical skills to create reports and offer recommendations.
  • Knowledge of relational databases.
  • Experience coding with SQL, Python, or statistical languages (R, SPSS, STATA, etc.).
  • Familiarity with various types of project management and business analysis software.
 
Knowledge of/Proficiency in:
  • SQL, Python, Excel, MSFT Suite
  • M, DAX, R a plus
  • Power BI, Tableau
  • Project management

MINIMUM QUALIFICATIONS:


Education:


Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work; AND,

(Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.)

Experience:


Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies at a level equivalent to or higher than the County classes of Administrative Specialist II, Financial Services Specialist II or Program Specialist, preferably in a public agency setting.
