Network and Database Administrator

Characteristics of the Job
Under supervision of the Information Technology Manager, provides highly technical support to operational computer applications, networks and users; performs troubleshooting to isolate, diagnose and fix common application, database and network problems; sets up and maintains software applications, LAN/WAN hardware and computer hardware; designs, develops, documents, analyzes, creates, tests and modifies computer database systems, based on and related to user specifications. Independent judgment is exercised within the scope of established department rules, procedures, standards and policies.

Maintain database systems and applications across multiple platforms and computing environments.
 
Design, develop and create database systems, based on user specifications.
 
Manage the City’s website at the administrative level, including managing content, training users and overseeing overall maintenance.
 
Oversee the City’s document retention software and work-flow processes and train others on same. 
 
Create, maintain and extract data of a highly confidential nature, including information related to collective bargaining.
 
Create, maintain and report on documentation related to database policies and procedures.
 
Provide timely, accurate responses to requests for services and information.
 
Maintain network hardware and software components as required.
 
Configure and maintain network and database directory structures, rights and security, software and file services.
 
Troubleshoot database systems and applications to determine corrective action.
 
Provide direct service and technical support to employees and departments seeking information and assistance with database and software issues.
 
Install and test software and hardware.
 
Promote communication and adequate information flow.
 
Assist with management of network and database applications critical to city operations.
 
Perform supervisory duties in the absence of the Information Technology Manager.
 
Required Training and Experience
Bachelor’s degree from an accredited college or university in information management or computer science and two (2) years related experience in database management or network support; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
 
Knowledge, Skills and Abilities
Extensive knowledge of database systems across multiple platforms; thorough knowledge of routine computer operations and equipment components and standard software applications; good knowledge of acceptable practices and standards of information management and database systems including design, configuration, installation and support and wireless technology.
 
Excellent skill in customer service and in maintaining effective working relationships; skill in diagnosing and fixing network and database problems; Microsoft Outlook, Word, Excel, Access, document retention software (Laserfiche preferred), website content management software, LAN/WAN, SQL, Cisco, VMware, Microsoft Server and Microsoft Exchange; troubleshooting and correcting database problems; and maintaining system security and data integrity.
 
Ability to maintain absolute confidentiality of the materials and situations encountered on the job; research technical problems and identify solutions; read and interpret documents such as, operating and maintenance instructions and procedure manuals; write routine reports and correspondence; speak effectively before groups of employees; calculate fractions, decimals and percentages; draw and interpret bar graphs; interpret instructions in written, oral, picture or schedule form; deal with problems involving several variables in standardized and non-standardized situations; and continually update education in database and networking functions.

Licenses, Registrations and Certifications
·        Valid Illinois driver’s license or equivalent.
·        Microsoft Certified System Engineer (MCSE) or Microsoft Certified Database Administrator (MCDBA) certification preferred.
·        Cisco Certified Network Associate (CCNA) certification preferred.
