Equity Manager

This is a a key leadership position within Rock County reporting to the County Administrator. The individual in this position strategically utilizes their expertise, information on community and client needs, and knowledge of government operations and processes to help make necessary structural changes in the organization, improve service delivery and client experience, and improve the lives of Rock County residents. Internally, this position plays a key role in assuring that the commitment to inclusion and equity is embedded in the workplace culture across the County. Externally, this position engages with community stakeholders, partners, and residents to build trust and to understand the unique needs and experiences of diverse populations in order to improve the County's influence in removing systemic equity barriers that negatively impact outcomes for those we serve.  

45% Leads efforts to ensure that a commitment to inclusion and equity is embedded in the workplace culture across the County.
 
-Leads the County-wide diversity and inclusion workgroup to facilitate the collaborative development of policies and programs that improve employee inclusion, retention, and success.  
-Analyzes policy and procedure and recommends modifications to support equity and inclusion priorities.  
-Provides and/or plans for training and professional development opportunities to assist staff to obtain skills and knowledge in support of equity and inclusion goals.
-Consults with and coaches supervisors and managers to enhance their abilities to be inclusive leaders.  
-Collaborates closely with Human Resources staff to enhance recruitment, selection, and retention processes that strengthen the diversity of the workforce and support an inclusive and welcoming workplace.  
-Works with County analysts to evaluate internal and external workforce data to identify trends, barriers, and opportunities related to creating an inclusive workforce that is representative of the community. 
-Works closely with County staff to address identified areas of concern, including by building trusting relationships with groups and individuals.

30% Engages with Rock County residents, stakeholders, and community partners to build trust and improve the County's understanding of experiences, strengths, and needs of individuals and groups. 
 
-Represents the County on relevant committees, at events, and in general interface with the public. 
-Engages in outreach to individuals and groups, particularly those who may be marginalized, or in order to learn about experiences and needs and to facilitate connection to services and resources.  
-Assists in development and execution of communication planning to assure effective information sharing and messaging of County services and priorities.  
-Partners with other local governments, businesses, and community organizations to advance equity and inclusion goals, including by presenting information and leading professional development opportunities. 
-Serves as a conduit of communication to and from diverse communities to ensure identified concerns are being addressed.

20% Supports strategies to understand and address disparities in outcomes for diverse populations associated with the services delivered by the County. 
 
-Works closely with department heads to identify, measure, and ameliorate the negative impact of systemic inequities within each department's programs. 
-Assesses specific barriers to access to services and resources among diverse populations and recommends changes to policy, practice and resource allocation as appropriate.  
-Works with justice system partners to identify, recommend, and implement changes that will result in more equitable outcomes for justice-involved individuals.
-Identify approaches to address racism as a public health crisis.
-Engages with colleagues in other organizations and pursues personal professional development to create a network of support and bring new ideas and practices.

Job Requirements:

-Bachelor's degree from an accredited college or university 
-Preferred: Master's degree from accredited college or university in a relevant field of study
- Experience leading Diversity, Equity & Inclusion work within an organization.
