PAYROLL COORDINATOR

POSITION
Payroll Coordinator - Full-Time, year-round position 

JOB SUMMARY
Under the direction of the Business Manager, the Payroll Coordinator is responsible for accurately processing the District's payroll for over 350 employees semi-monthly; calculating, coordinating, and administering employee benefits; verifying and maintaining employee leaves, determining FLMA or other leave benefits, and paid time off accruals; gathering and reviewing Affordable Care Act documents and submitting required reports, and submitting required benefit and payroll reports to various agencies. 

Candidates for this position should be a self-starter, have great communication skills, work independently, able to manage multiple tasks simultaneously, and a be a strong team member.  

Essential Duties and Responsibilities:
  • Monitors, processes, and generates the district payroll. Duties include such representative tasks as: 
  1. Calculates and sets up all rate tables and benefit tables in the HR system for all employee wages and benefits.
  2. Collecting, verifying, and enter all employee timesheets into the HR system.
  3. Responds to employee questions regarding payroll issues or discrepancies. 
  4. Calculates payroll, proofs, and reviews totals. Creates and prints checks. Creates direct deposit data and transmits files to the bank. 
  5. Calculates and processes all taxes, garnishments, and other payroll deductions. Reports all necessary payroll data for TRA, PERA, IRS, FICA, Medicare, ACH, and MN Dept. of Revenue or third-party insurance vendors. Prepares and submits all state and federal payroll reports.
  6. Prepares, verifies, and submits W-2 reporting.
  7. Maintains files and documentation in accordance with District policy, state and federal regulations, and department procedures. 
  8. Calculate salary changes and update payroll system and employee records.
  9. Conducts orientations with new employees regarding pay and benefits and forms to complete. 
  10. Manages enrollment of health, life, and dental insurance, retirement plans, and cafeteria plans.
  11. Calculate benefit costs for all employees
  12. Responsible for the COBRA program for former employees.

  • Tracks, monitors, and records employee time off accruals. Performs such duties as:
  1. Performs monthly time off accrual processing. 
  2. Uploads weekly time off records from the District's absence management program (AESOP) into the HR system. Verifies with available time off. 
  3. Maintains time off set up for all employees. 

  • Maintains Affordable Care Act records and reporting. 
  1. Maintains employee records for eligibility, acceptance, or waiver of health insurance. 
  2. Prepares and reviews monthly reports for insurance offering, measurement analysis, and compliance d) Prepares, reviews, and submits data annually. 

  • Processes all FMLA applications and determines employee eligibility. Prepares required forms and letters to employee(s). Calculates employee liabilities and salary adjustments for time off. 


Minimum Qualifications: 
Requires a minimum of an AA Degree in Accounting, Business, or closely related area and 3-5 years experience in processing and generating payroll; or a combination of equivalent education and experience necessary to perform the work.

Work Environment: 
This is an administrative position performing job duties and assignments in a typical district office environment where there is a minimum of environmental hazards and risks associated with performing the job.

SALARY/BENEFITS
Salary range of $20.00 to $25.00/hour and dependent on experience; Benefit package available.
