Position Summary:   This Program and Policy Manager reports to the Division of Early Care and Education (DECE) Administrator and serves as a member of the DECE leadership team as the principal advisor for DECE’s grants and contracts initiatives, development, and implementation. This position functions as a key leader with substantial authority to develop and advise the Department of Children and Families (DCF), Division of Early Care and Education in the formulation, application, determination, and implementation of numerous multimillion-dollar grants and contracts initiatives to strengthen and support services for early care and education and family support. This includes grants such as Head Start Office (Federally funded office), Pritzker Foundation Grant (foundation grant), Child Care and Development Block Grant (CCDBG), and Preschool Development Grant (PDG). DCF/DECE applies for these grants on an ongoing basis and are then managed, overseen, and administered by the Program and Policy Manager and their team to external grantees and local partners.

The Program and Policy Manager plays a critical role in the cross-division and cross-systems collaboration at the senior management level, including coordination with key policy makers and other external stakeholders, such as local government, nonprofit communities and constituents through the realm of these grants and contracts initiatives. The Program and Policy Manager is responsible for setting the strategic departmental direction for the grants and contracts initiatives and provides alternatives/options focused on managing and mobilizing resources and opportunities to successfully adopt and implement the grants core initiatives, which impact programs for Wisconsin childcare providers, Head Start providers, communities, families, and children.

Minimally qualified applicants will have:
  • Experience managing large complex grants (grants which impact multiple programs, multi-million-dollar awards, etc.)
  • Experience working with or administering budgets and/or contracts in the public sector ·
  • Experience working with early care and education programs

Well-qualified applicants will have:
  • Experience working with change management and/or continuous improvement techniques
  • Experience writing local, state, or federal grants
  • Experience in a leadership, management, or supervisory role in the field of early care and education
  • Experience in a leadership, management, or supervisory role in federal, state, county, tribal, or local government
