Network Engineer

The Network Engineer’s role at Kenosha County is to ensure the stability, integrity, and security of voice, data, video, and wireless network services for the County. This is achieved by planning, designing, and developing local area networks (LANs), wide area networks (WANs), and cellular or other wireless solutions across the organization. In addition, the Network Engineer will participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links. This individual will also analyze and resolve network hardware and software problems in a timely and accurate fashion and provide end user training where required.

The Network Engineer plays a key role in providing creative, dynamic solutions for a variety of needs at the County. The County maintains a highly interconnected network requiring coordination with many state and local agencies and critical services. As a customer-centric Division of the County, IT staff must display the highest levels of professionalism, teamwork, and flexibility.

ESSENTIAL DUTIES & RESPONSIBILITIES
Strategy & Planning
• Collaborate with IT and County management and leaders to assess near- and long-term network capacity needs.
• Create and maintain documentation as it relates to network configuration, network mapping, processes, and service records.
• Work with inter-agency organizations, state and local agencies, and associated organizations to design connectivity and security solutions.
• Develop, implement and maintain policies, procedures, and associated training plans for network administration, usage, and disaster recovery.
• Assist in designing and implementing data center/server room and IDF/MDFs security features, including HVAC control, environmental alarms, access restrictions, and so on.
Acquisition & Deployment
• Design and deploy LANs, WANs, wireless networks, UPSs, and other hardware.
• Conduct research on network products, services, protocols, and standards to remain current on developments in the networking industry.
• Oversee new and existing equipment, hardware, and software upgrades.
• Interact and negotiate with vendors, contractors, and partner agencies to secure network products and services.

Operational Management
• Check service desk database for Incidents and Service Requests; prioritize and respond to tickets as appropriate and within stated SLAs.
• Configure networks to ensure their smooth and reliable operation for fulfilling business objectives and processes.
• Monitor network performance and troubleshoot problem areas as needed.
• Oversee installation, configuration, maintenance, and troubleshooting of network, voice, and video hardware and software.
• Ensure network connectivity of all servers, workstations, voice, fax machines, and other network appliances.
• Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
• Monitor and test network performance and provide network performance statistics and reports.
• Participate in managing all network security solutions.
• Perform network and security audits, and backups and recovery.
• Manage and/or provide guidance to junior members of the team.

MINIMUM ENTRANCE QUALIFICATIONS
Education and Experience
• University degree in computer science or related files and/or 10 years equivalent work experience.
Licenses or Certifications
• Certifications in FortiNET technologies, Cisco, VMware, or other relevant are beneficial, but not required.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
• Proven experience and success with LAN, WAN, WLAN, and WWAN design and implementation.
• Proven experience with network capacity planning, network security principles, and general network management best practices.
• Strong, hands-on technical knowledge of core technologies, including Cisco, Microsoft, FortiNET, and Meraki.
• Knowledge of Cisco VOIP technologies.
• Working technical knowledge of current network hardware, protocols, and Internet standards.
• Excellent hardware troubleshooting experience.
• Competence with testing tools and procedures for voice and data circuits.
• Good understanding of the organization’s goals and objectives.
• Knowledge of applicable data privacy practices and laws.
