WHAT YOU'LL DO
You will direct and coordinate a variety of human resources functions for academic and classified employees including employee and union relations; human resources consultation services to District management; administer discrimination avoidance programs and investigate complaints; plan and direct the Human Resources record storage and retrieval system; oversee, supervise, and monitor the District's workers' compensation programs; and ensure compliance with district, county, state and federal regulations and guidelines concerning human resources administration.

The current vacancy is a full time position (12 mos/year, 40 hrs/week) located at the District Administrative Center.

The District Administrative Center, centrally located in Camarillo, oversees administrative functions and provides leadership and services to the three colleges in support of VCCCD's mission.

This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Representative Duties
Administer discrimination/sexual harassment avoidance programs and issues to ensure compliance with federal and state laws and District policies, rules, and regulations; investigate and respond to complaints of discrimination and/or harassment; respond to State Chancellor's Office and governmental agencies on related matters. E

Provide assistance to managers on a variety of human resources related issues such as evaluation, discipline, and professional growth; review, update and conduct training and employee orientation programs; represent the District at employee hearings and other administrative proceedings. E

Monitor and review assessment and evaluation procedures for all employee groups; ensure evaluations are timely and in compliance with collective bargaining agreements, policies and related rules; assist supervisors and manager with performance management, including employee development plans. E

Participate in collective bargaining activities, including serve as lead negotiator as assigned by the Vice Chancellor. E

Direct a variety of functions related to the administration and processing of district academic and classified employees; interpret, apply, and explain laws, rules, policies, and collective bargaining agreements pertaining to human resources practices to district administrators, employees and public. E

Develop and maintain Human Resources Department reports, brochures, flyers, Internet web pages, and other related public information programs. E

Coordinate and compile a variety of reports required for state and local use. E

Plan, coordinate, and direct the activities of the District's health and welfare programs, and certain components of the District's risk management program such as workers' compensation, unemployment compensation, injury and illness prevention, blood borne pathogens, and other similar plans; coordinate with carriers, review and recommend policy changes, negotiate rates, and other related operations. E

Oversee the processing of workers' compensation claims settlement/litigation for pending claims and make related recommendations. E

Direct the preparation of formal notices for employees regarding human resources/personnel transactions; compose a variety of correspondence including inter-office communications, forms, letters, memoranda, contracts, special projects, board items, handbooks and other materials; prepare and submit board agenda items. E

Develop, administer and conduct exit interview procedures; ensure retrieval of district property, removal of computer systems access, etc.; prepare turnover reports, evaluate and make appropriate recommendations related to offboarding. E

Direct the activities associated with manual and automated human resources record-keeping; administer the maintenance of all district personnel files; plan, design, implement, and continuously assess the personnel record management, storage, and retrieval system. E

Oversee the selection, training, supervision and motivation of assigned staff members to ensure proficient performance and a productive environment; conduct performance evaluations. E

Evaluate and monitor office work and paper flow; recommend or make adjustments to procedures and methods to increase staff efficiency and effectiveness. E

Represent the Vice Chancellor at workshops and meetings as assigned. E

Perform other related duties as assigned.

E = Essential Duties

Minimum Qualifications
A bachelor's degree in public administration, business administration, human resources administration, psychology, sociology, industrial relations, or a closely related field AND four years of combined human resources experience in the areas of employee relations including interpreting and applying collective bargaining agreements, conducting investigations of discrimination/harassment, and advising managers or supervisors on matters pertaining to performance management, including employee discipline AND two years of experience leading/supervising in a functional area of a human resources department.

OR
A bachelor's degree AND five years of combined human resources experience in the areas of employee relations including interpreting and applying collective bargaining agreements, conducting investigations of discrimination/harassment, and advising managers or supervisors on matters pertaining to performance management, including employee discipline AND two years of experience leading/supervising in a functional area of a human resources department.
OR
An associate degree in public administration, business administration, human resources administration, psychology, sociology, industrial relations, or a closely related field AND a professional Human Resources certification (e.g., SPHR, SHRM, PHRca, etc.) AND six years of combined human resources experience in the areas of employee relations including interpreting and applying collective bargaining agreements, conducting investigations of discrimination/harassment, and advising managers or supervisors on matters pertaining to performance management, including employee discipline AND two years of experience leading/supervising in a functional area of a human resources department.
OR
Successful completion of two years of college-level coursework (60 semester units or 90 quarter units) which must include the completion of all lower-division general education requirements as stated in the Intersegmental General Education Transfer Curriculum (IGETC) or the Cal State University General Education certification (CSU GE) AND a professional Human Resources certification (e.g., SPHR, SHRM, PHRca, etc.) AND seven years of combined human resources experience in the areas of employee relations including interpreting and applying collective bargaining agreements, conducting investigations of discrimination/harassment, and advising managers or supervisors on matters pertaining to performance management, including employee discipline AND two years of experience leading/supervising in a functional area of a human resources department.

Public sector human resources experience in the areas of labor relations, benefits and leaves administration, staff development, and workers' compensation is preferred.

Supplemental Information
EXAMINATION AND SELECTION PROCESS:
This is an examination open to the public and current district employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by January 28, 2021.

The examination process may consist of any of the following components:

A) Evaluation of Training and Experience (T&E) = Qualifying (pass/fail)
B) Technical Interview = 100% weighting on final score

TRAINING AND EXPERIENCE (T&E) EVALUATION:
A T&E is an assessment by subject matter experts of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. When completing the application and the supplemental questionnaire (if applicable), outline in detail your education, training (such as classes, seminars, workshops), and experience. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

The eight (8) candidates with the highest passing scores on the T&E will be invited to the technical interview.

TECHNICAL INTERVIEW DATE RANGE AND LOCATION:
Date Range: Monday, February 15, 2021 - Friday, February 19, 2021
Location: The Technical Interview will be conducted remotely, using Zoom. In order to participate in the internet, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.

The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST:
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.

PROBATIONARY PERIOD:
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
