CRS Coordinator - Building Construction Services

Salary: $57,209.00 - $93,372.00 Annually
Pay Grade: P42

Department:  Building Construction Services

Location: New Port Richey

General Description:  The CRS Coordinator is the County's point of contact between the community and FEMA, ISO and County Upper Management. This position reports to the Building Official in the Department of Building Construction Services and will provide documentation and assistance as requested from various County offices and departments. They supervise the Floodplain Coordinator and Permit Technician(s) - Floodplain. They monitor FEMA updates and coordinate all policy implementation. The CRS Coordinator will be familiar with the National Flood Insurance Program, the community's Flood Prevention Ordinance and know the Community Rating System (CRS) prerequisites and the full range of activities that are credited by CRS, including those required that the community may not be currently implementing. The CRS Coordinator shall be committed to floodplain management and to improving the community.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES:  All employees will be required to work before, during, or after an Emergency. During an Emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Essential Job Functions:
  • Understands the functions of the other departments and be able to work with each department. 
  • Assemble, and gather appropriate data, documentation and information in preparation for CRS visits and audits, and maintain documentation for the community's CRS application, modifications, Community Assistance Visits (CAV), and annual recertifications.
  • Coordinate CAVs with the Insurance Services Office (ISO)/CRS Specialist.
  • Establish and maintain relationships with the public, local insurance agents, real estate agents, and other private and/or non-profit sector groups that are involved in floodplain management activities in the community.
  • Monitor Floodplain Technicians to issue permits for development in the community's floodplain including: Flood determinations, review of Letters of Map Change, Elevation Certificate, V-Zone Certificate, Flood Proofing Certificate, No Rise Certificate, Affidavit of Lot Grading and Finished Floor Elevation Compliance, Fill Permit Application.
  • Enforce the requirements of community's floodplain management program.
  • Maintain requisite data and documentation for CRS reporting and class increases.
  • Create and implement in-house NFIP/CRS training for Development Review Technicians, Permit Technicians and Plans Examiners, etc.
  • Oversee/manage the Pasco County Flood Program including supervision of Floodplain Coordinator and Floodplain Technician(s).
  • Create Flood Program status reports for the Building Official.
  • Coordinate training schedules for Flood Program Staff.
  • Maintain, review and update Pasco County Flood Prevention Ordinance.
  • Conduct an annual review of the FEMA "Repetitive Loss" list to identify properties, located within the County, to verify accuracy and establish priorities for possible mitigation.
  • Correspond with FEMA to verify the "Repetitive Loss" list accuracy as requested.
  • Function as the County representative for FEMA mitigation projects (HMGP, FMA, PDM and other Federal and State Programs) that are submitted by the County or by citizens of the County.
  • Work closely with Pasco Emergency Management to ensure compliance with FEMA regulations as well as coordinate public outreach events.
  • Represent Pasco County on committees with Tampa Bay Regional Planning Council.
  • Participate in the Incident Command System (ICS) when an emergency is declared.
  • Maintain approved FEMA mitigation grant records and project documentation required by the State NFIP and/or State Emergency Management Office and FEMA for project closeout and audit and future reference.
  • Provide technical guidance on the various mitigation methods available for citizens of the County including: acquisition and relocation; elevation; demolish and rebuild; flood proofing; and retrofitting.
  • Work with the County Planning and Public Works departments on projects and activities that reduce flood damages and respond to federal and state directives to comply with National Flood Insurance Program requirements.
  • Assist in drafting updated County plans and procedures.
  • Prepare all required reports for all active FEMA mitigation grant projects for submission to the State NFIP and/or Emergency Management Office.
  • Process all periodic invoices received from contractors performing mitigation projects, to the appropriate County accounting office for payment as well as prepare subsequent reimbursement requests to the State NFIP and/or Emergency Management Office to recover the FEMA (Federal) share for all mitigation projects.

Knowledge, Skills and Abilities:
  • Well versed with the National Flood Insurance Program (NFIP) and Community Rating System.
  • Able to prepare and present clear, concise reports both orally and in writing.
  • Able to establish and maintain effective working relationships with governmental/private/public officials and employees, and the general public.
  • Able to use various computer software programs such as Word, Excel, GIS (Arc View, etc.), and particularly those related to the NFIP requirements.
  • Able to manage efficient and effective documentation and records systems.
  • Skilled in public speaking and interpersonal relations with the public.

Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor’s Degree in Urban or Regional Planning, Water Resource Management, Emergency Management, Economic Development, Environmental Science, Civil Engineering or a related discipline with a minimum of four (4) years' of Floodplain Management experience OR a Master’s Degree in the aforementioned disciplines and two (2) years' of Floodplain Management experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid driver's license. Must be a Certified Floodplain Manager. Must possess attendance certificates from at least two (2) FEMA Emergency Management Institute classes: E0273, E0278 or E0284.
