The role: 
We are recruiting for a Project Delivery Quality Assurance/Quality Control (QA/QC) Program manager to join our Programs Development Office in Salem! As our statewide project delivery quality assurance and quality expert for transportation projects, you will lead the development, management, communication and implementation of an ODOT Project Delivery Quality Management Program. A day in the life:
  • Plan, lead, develop, manage, communicate and implement ODOT’s Project Delivery Quality Management Program, which consists of Quality Assurance (QA) and Quality Control (QC) programs. 
  • Establish standards of practice and identify appropriate levels of effort and resourcing requirements needed to implement effective quality management practices for the development, design and construction of transportation projects. 
  • Develop and implement a system to track staff and consultant time spent on project QA/QC and a risk-based approach to applying QA and QC on agency projects.
  • Develop a statewide quality management plan and work plan that addresses quality management expectations in project management, project development, design and construction.
  • Define and promote QA/QC standards of practice and work to maintain desired levels of quality in ODOT project delivery services and products.
  • Define QC and QA for ODOT and establish operational techniques and activities used to fulfill quality program requirements.
  • Provide guidance on our QA/QC program, program management processes and standards of practice including tools and documentation requirements.
  • Develop and keep current: guidance, policies, processes, and procedures for QA/QC practices and reviews for projects.
  • Develop and implement policies, procedures, manuals, tools, templates, operational notices and documentation requirements.
  • Lead project delivery QA/QC internal procedures and process development and evaluation.
  • Establish and lead a statewide quality peer group/network to support policy development, implementation and communication/outreach.
  • Work is primarily performed in a typical office environment with occasional statewide travel required, including field trips to various offices, construction sites, conferences and community involvement gatherings.

What we need:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.

Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six (6) months of hire.

Driving is an essential function of this position. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.
 
What we’d like to see:
  • Knowledge with Transportation Quality Program methods and techniques.
  • Experience participating in or facilitating a quality workshop and quality plan guidance document.
  • Creating and executing program and communication work plans.
  • Experience generating solutions by working with a diverse set of internal and external stakeholders including legal counsel, federal and state agencies, professional organizations, and transportation engineers and technical professionals.
