Human Services Manager 3 - Director of Contracts and Legal Compliance

As the Director of Contracts and Legal Compliance you will manage the Contracts and Legal Compliance Division, assuring an ethical, efficient, and responsible customer-oriented contracting process focused on producing legally enforceable contracts and acquisition of quality goods and services.
 
In this position you will be responsible for: supporting compliance with the Code of Conduct and other compliance requirements in all contracting and legal compliance related activities, oversight of contract development and management functions, legal review and advice on contracts, resolution of legal issues related to contracts, and development and management of data sharing agreements and HIPPA compliant agreements with “business associates”.
 
The Director of Contracts and Legal Compliance will represent the Department on interagency contract committees, including the Grants Governance Committee, providing legal expertise in the development of statewide contracting policies and procedures, and the development of master contracts for interagency use. In this position you will also a continuous improvement approach to implement process improvement strategies’ related to contracting and legal compliance functions. Also, depending on the experience of the successful candidate, this position may participate on an internal committee that advises on the issuance of the Commissioners final orders in licensing contested cases and program beneficiary financial responsibility duties.

Qualifications

Minimum Qualifications
Professional leadership or supervisory experience
 
AND
 
Juris Doctorate (J.D.) from an accredited law school and current license to practice law in the State of Minnesota
 
AND
 
At least 7 years’ experience practicing law in government contracting, procurement, administrative law, civil procedure and/or public welfare law, with at least 2 years of Contract Law experience. Experience must demonstrate:
  • Knowledge in legal research, analysis, writing, and advising.
  • Subject matter expertise in contract law and other areas of law related to contracting and procurement, including ethics and conflicts of interest, government data practices laws, Health Insurance Portability and Accountability Act (HIPAA), intellectual property law, workers compensation and insurance law, and tribal law.
  • Strong interpersonal and communication skills in order to effectively work with a large and varied constituency.
  • Ability to manage conflict, identify common ground for parties with competing interests, and forge consensus.
  • Experience providing legal advice to executive level leadership on complex legal issues with a broad impact.
