Child Care Business Automation Specialist

Position Summary:   The senior level position will this position ensures compliance with statutory and administrative code requirements for Wisconsin Shares Subsidy, child care licensing and regulation, and the YoungStar Quality Improvement System through the use of automated systems. This position provides expertise, program planning, evaluation, analysis, and support related to maintenance, enhancements, and projects involving different automated systems: CSAW; WISCCRS; Parent Portal; Provider Portal; YS Case Management; and CARES/CWW.

This position is responsible to work with program staff, BOP ISBA-Specialists, DCF BITS staff, and IT system architects in the development, optimization, and maintenance of the division’s three data warehouses: WISCCRS, YoungStar, and Wisconsin Shares Subsidy. Additionally, this position will be assisting and supporting the development and design of ad hoc and routine reporting procedures using Business Objects, Excel, GIS/Arc, Excel, and other data manipulation software.

The specialist level position will coordinate with division business areas to analyze and communicate the business needs for the purpose of designing, developing, implementing, enhancing, testing, monitoring, scheduling implementation, and maintaining the systems. This position establishes policy and procedures for IT development and advises on technical solutions. This position is responsible for managing and guiding system integration efforts, and plans and conducts user acceptance testing of IT applications used by DECE. This position provides technological expertise and conducts special data analysis in response to distinct inquiries. These responsibilities require solid understanding of automated system change management and requires well-developed relationships, communication and organizational skills.

Minimally qualified applicants will have:
  • Experience working with data visualization software (Web-Intelligence, Business Objects, Tableau, etc.), and/or other data manipulation tools (Excel, SAS, SPSS, R Studio etc.)
  • Experience leading or participating in project implementation planning, creating process documents, and/or performing user acceptance testing (UAT)
  • Experience leading workgroups and/or utilizing project management concepts
  • Experience identifying business problems, recommend solutions, and/or appropriate new business processes

Well-qualified applicants will have:
  • Experience working with Child Care programs policies and systems (CARES Worker Web - CWW, Childcare Statewide Administration - CSAW, Wisconsin Child Care Regulatory System - WISCCRS, YoungStar, etc.) or other public assistance program policies and systems (Child Welfare, Wisconsin Works, Child Support, FoodShare, Medicaid, etc.)
  • Experience leading the development of online databases and/or data warehouse projects
  • Experience developing ad-hoc reports using both data visualization/manipulation tools and/or direct SQL queries against relational databases
