Financial & Cost Accounting Analyst
Up to $84,794 annually
St. Paul, MN

 
In this position as the Financial & Cost Accounting Analyst, you will perform advanced financial, legal, cost accounting and cost allocation analyses and methodologies to support and make recommendations for management decision making and policy development; aid in the interpretation and understanding of the impact of proposed and passed legislation on the department statewide, as well as financial and administrative regulations/requirements for state and federal funds; and assist in creating, reviewing and/or updating departmental financial policies.

In addition, you will develop and analyze cost allocation methodologies and provide other fund management analysis of federal funds and bond appropriations in the department and assume special projects and analysis for the Office of Financial Management, MnDOT executive leadership, and MnDOT Districts and Offices.

MINIMUM QUALIFICATIONS
Two years of advanced professional financial/accounting/business analysis experience that demonstrates the bullets below.

A Bachelor's or Master’s degree in accounting, finance, or a related field may substitute for six months of advanced professional financial/accounting/business analysis experience.

Experience must also demonstrate:
•Experience collecting, retrieving and manipulating data and generating reports based on the data;
•Experience with federal fund grants management or financial management experience such as budget management over a large financial area; 
•Experience with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) and financial policies; and
•Strong quantitative techniques and applications such as forecasting cash flows or fund management analysis.

Note: Advanced professional experience would be considered MAPE 10L level (Accounting Officer Senior, SPA Senior, etc.) and above or equivalent experience outside of the state.
