Emergency Response Manager (Principal Executive/Manager E)

The Oregon Department of Environmental Quality has a full-time opportunity for an Emergency Response Manager (Principal Executive/Manager E) in Portland, Oregon. This position is limited duration through June 30, 2021 with the anticipation of becoming permanent pending the budget.

The Emergency Response and Preparedness program ensures that new releases of oil and hazardous materials, including those caused by terrorist events and natural disasters, are contained and cleaned up. As the State’s lead agency for cleanup of oil and hazardous spills, DEQ provides 24-hour a day, 7 day a week, response capabilities for chemical and oil emergencies.
The Land Quality Division supports the agency's mission by ensuring timely response and cleanup of spills of oil and hazardous materials, managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, implementing the 2050 Vision and Framework for Action to reduce the negative impacts of products and materials, safely managing the disposal of solid and hazardous wastes, overseeing the state's underground storage tank and heating oil tank programs, and regulating safe discharge of ballast water to state waters. 
What you will do!
As the Emergency Response Manager, you will lead a team of technical experts and staff on short- and long-term planning for strategies and mitigation actions to address the impact of future spills and natural disasters. You will ensure contingency plans are developed with community input, drills are designed and executed, and that the statewide program has the resources needed to respond when and where needed. You will work with your peer managers across Oregon to evaluate ongoing agency readiness for spill and disaster response, quantify gaps, and make recommendations on legislative requests and resulting materials. During incidents of spills of oils and hazardous materials, as well as states of emergencies and disasters, you will approve contracts and task orders to ensure expeditious response to spills impacting Oregon’s waterways, ensuring rapid response to catastrophic incidents impacting human health and the environment. You will represent DEQ in planning and drills that serve Oregon, the region (Pacific Northwest and British Columbia), and national preparedness goals. Your input into Oregon’s emergency response plans and systems will ensure timely response and resources to disasters impacting the region and nation, as well as define DEQ’s obligations to sister agencies and states. Finally, you will explore ways to integrate equity and social justice into the work portfolio as a part of DEQ’s organization health efforts.

This is a full-time, management services-supervisory position.

What are we looking for?

  • 3 years of management experience in a public or private organization, which included responsibility for each of the following: development of program rules and policies, development of long and short-range goals and plans, program evaluation, and budget preparation.
  • Ability to achieve and maintain 300 level qualifications in the NIMS-ICS system.
  • Policy and program development experience in leading agency responsibilities, preferably in emergency response.
  • Management experience in a government agency or organization; management experience with a union represented employer.
  • Demonstrated ability to advise executives and other decision-makers; excellent verbal and written communication skills; excellent organizational and interpersonal skills.
  • Ability to be resourceful and pay attention to detail; ability to switch priorities or projects seamlessly.
  • Experience in strategic planning, plan implementation, and change management.
  • Ability and experience managing human, financial, and informational resources in a manner that instills employee and public trust, and accomplishes the organization's mission.
  • Proven experience fostering teamwork among subordinates; experience coaching, mentoring, and motivating subordinates.
  • Skill and experience in communication and outreach to underrepresented communities.
  • Ability to build partnerships across diverse community and stakeholder groups and interests.
