IT Project Manager

Position Description
The Iowa Department of Revenue is seeking to hire an IT Project Manager. Projects vary in scale and complexity—from large technology system implementation to business process mapping using lean facilitation techniques. Project Managers lead multiple projects/programs simultaneously. This position works with Department leadership, the Director, other state agencies, and external service/system providers.
Primary Responsibilities:
●       Project Initiation
○       Develop a robust business case which includes a customer/stakeholder needs assessment, features and benefits of solution options, and recommended solution.
○       Engage in procurement process following agency procedures, as needed.
○       Develop high-quality project artifacts, e.g., a project charter, statement(s) of work, etc.
●       Project Planning
○       Gather business/functional requirements.
○       Develop a detailed project plan to determine time frame, funding limitations, and appropriate approach for accomplishing the project.
○       Establish a work plan and staffing for project activities, iterations or phases, and arrange for recruitment or assignment of project personnel. Determine approach for collaboration with internal and external business and technical subject matter experts.
○       Review/approve work plan of external service provider(s), if needed.
○       Identify and schedule project deliverables, milestones, and required activities and tasks.
○       Create a project communication plan that facilitates organizational change management and solution adoption.
○       Develop a risk management plan.
○       Develop a quality assurance plan.
●       Project Execution
○       Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget.
○       Provide leadership and motivation to project team members throughout the project life cycle and work with them to modify work plans as needed.
○       Execute project communication, risk management, and quality assurance plans.
○       Monitor project activities, ensuring quality and integrity of the deliverables.
○       Modify schedules/scope as necessary following established change control procedures.
○       Ensure that project goals are accomplished and in line with business objectives; report to leadership on benefits realization.
○       Follow standards and procedures for project reporting and documentation.
●       Project Closing
○       Perform project administrative closure, including documenting risks reviews, lessons learned, etc.
○       File project artifacts and any project documentation according to procedures.

Preference will be given to:
●       Applicants with five or more years of progressively responsible IT project management experience with a sensitivity and commitment to business problem solving.
●       Five or more years successfully managing complex and risky projects.
●       Demonstrated experience in leading diverse teams.
●       Experience with major defined project management methodologies, e.g., waterfall, agile, hybrid.
●       Project management certifications.
●       Formal project management training.

Must pass a criminal background check, FBI fingerprinting, and be in compliance with Iowa tax filing requirements and willing to participate in the E-verify process.
