Director, Integrated Supply Chain Management

Reporting to the Mission Services Associate Lab Director, this position leads all mission-enabling functional supply chain management systems. It leads the supply chain function to confirm compliance to the Nuclear Enterprise Assurance requirements; handles inventory and warehouse operations, and material transportation and control, establishes Small Business (SB) Subcontracting Plans and ensures the Sandia SB subcontracting goals are met.
In this role, you will develop and maintain collaborative relationships with the following critical partners:
- DOE SCM office
- NNSA
- Sandia Leadership
- NTESS Management Entities (Honeywell, Northrup Grumman and URA)
On any given day, you may be called on to:
- Establish mission-enabling supply chain systems, ensure integrity, and confirm compliance of the supply chain to Nuclear Enterprise Assurance requirements.
- Identifies leads and handles the execution of supply chain initiatives to increase business flexibility, responsiveness, efficiency and control of internal process variations.
- Lead material transportation and control and manages inventory and warehousing operations.
- Establishes and leads eBusiness, Strategic Sourcing, and system automation strategies to reduce total cost of ownership.
- Establish SB Subcontracting Plan and ensures Sandia SB goals are met.
- Reviews and approves selected procurements for justification of source, reasonableness of price and conformance of requirements.
- Is responsible for compliance with prime contract executive orders, public law, Federal government agency approved procedures and regulations, and appropriate supply chain management principles.
- Supervises the negotiation of procurement transactions and investigation of procurement problems.
- Teams with Senior Managers to define, establish and prioritize common operational goals and resolve recommended necessary action for improving customer service and conformance to requirements.
- Visits supplier facilities to enhance business relationships and develop customer service objectives.
- Assists in the development of procurement procedures, policies and practices to improve operational efficiencies.
- Prepares and supervises budgets applicable to Purchasing Operations.
- May perform other duties as required.
- Directly supervises employees and performs other managerial responsibilities including interviewing, hiring, and training employees; planning, assigning, and advising work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Conducts activities in a safe and healthy manner and works in accordance with established HS&E requirements to ensure the protection of employees, the public, and the environment.

Required:
- Master’s degree in business, finance, supply chain or relevant discipline; and 12 years or more of procurement experience in supply chain management interfacing with internal/external customers, and suppliers.
- 8 years or more of direct supervisory experience and 5 years or more of senior leadership experience (experience leading an entire function or organization including roles at the level of a Senior Manager, Director, or above).
- Experience in US Government contracting and an understanding of DEAR and FAR requirements.
- Minimum of one relevant professional certification (CPCM, CPSM, CSCP, PMP).
- Outstanding interpersonal, written & verbal communication, and presentation skills, providing capability to build credibility quickly, develop & maintain effective working relationship at all levels and successfully advise and influence laboratories management and executive teams.

- Experience in supply chain management/procurement across various business units within an organization or across various organizations in order to bring new and innovative standard methodologies to the Integrated Supply Chain Management function.
- Strong technical acumen with history of effective communication with a broad range of technical and nontechnical audiences (customers, suppliers, engineering, integrated supply chain and program management).
- Strong analytical and problem-solving skills.
- Self-starter with the ability to operate independently in an ambiguous environment.
- Integrative problem solver with demonstrated ability to solve sophisticated, multi-faceted problems with due consideration for business and strategic consequences.
- Ability to gather, synthesize, and interpret operating and financial data and turn into compelling messages.
- Ability & Willingness to travel up to 25%.
- Experience delivering cost reduction and quality improvement initiatives while maintaining safe, secure operations.
- Excellent time management and organizational skills to effectively work on numerous projects across varied and dynamic groups.
Security Clearance:
