Positively Hennepin Implementation Coordinator

THE POSITION
Public Health is seeking an Implementation Coordinator to implement Positively Hennepin, the County's strategy to end the HIV epidemic. The Coordinator leads implementation of the strategy by taking the strategy actions and employing the tactics according to the operational principles set out in Positively Hennepin's framework. The coordinator engages stakeholders from communities disproportionately impacted by the HIV epidemic to facilitate mobilization to end new infections using a community participatory and/or service-learning approach. The Coordinator will work with County departments to integrate HIV care and prevention throughout the County's services and promote health equity in all aspects of HIV service delivery and policy development.

Location and hours: 
This position is located at the Health Services Building in downtown Minneapolis, 525 Portland Ave, Minneapolis, MN 55415. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. 

About the position type:
This is a grant funded, full-time, benefit earning position expected to last up to two years with the possibility of being extended.
 
In this position, you will:
  • Plan and lead activities to advance the goals of Positively Hennepin.
  • Develop and implement:
  •  An annual work plan of activities based on the actions and tactics of the strategy framework.
  • A community engagement plan, using a community participatory and/or service-learning approaches, to increase access to HIV prevention, testing and care among populations hit hardest by the HIV epidemic.
  • Action plans to integrate HIV through the county's health and human services.
  • Pursue resources (funding) to support community engagement efforts.
  • Develop strategy data infrastructure, analyze data, monitor, and report on strategy milestones.
  • Update Positively Hennepin actions and tactics for the next three-year operational period.
  • Communicate and promote Positively Hennepin and report achievements to internal and external stakeholders.
  • Incorporate health equity strategies into all county public marketing of HIV programs.
  • Conduct policy analysis.
Need to have:
One of the following:
  • Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.
  • Bachelor's degree or higher in one of the fields listed above and one year of relevant planning analyst experience.
  • Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months of relevant planning analyst experience.
Nice to have:
  • Experience:
  • Two or more years working with people living with HIV.
  • Employing effective project management methodology and tools to efficiently manage and implement complex projects.
  • Developing program requirements.
  • Performing data collection and analysis.
  • Engaging diverse communities using a community participatory and/or service-learning approach to determine community needs and develop solutions to advance project goals.
  • Ability to:
  • Gather and analyze information, design and test solutions to problems.
  • Communicate effectively both verbally and in writing.
  • Build and nurture collaborative relationships with a variety of customers/partners, both internal and external.
  • Manage multiple priorities and projects successfully.
