Program and Policy Analyst/Advanced

The Wisconsin Department of Children and Families (DCF), Division of Safety and Permanence, Bureau of Permanence and Out-Of-Home Care and Bureau of Safety and Well-Being is currently recruiting to fill 3 Program and Policy Analyst/Advanced positions in Madison, WI. We are recruiting for 2 positions within the Bureau of Safety and Well-Being and 1 position within the Bureau of Permanence and Out-Of-Home Care. We will be filling these positions at the Analyst or Advanced level depending on the qualifications of the selected candidate.

Position Summary:  The BSWB position will prepare practice-issue analyses on areas related to child protective services for county agencies, tribal child welfare agencies, and federal liaisons. The position also is responsible for reviewing federal and state legislation and policies, analyzing federal and state-level data regarding CPS practice and outcomes, and assessing promising and evidence-based CPS practices and programming to develop recommendations to improve the state’s CPS system and to provide technical assistance and consultation to local child welfare agencies.

This position will collaborate with or assist other staff in the Child Welfare Policy Section to carry out responsibilities related to development, implementation, monitoring, and outcome evaluation of the CPS practice standards and programs, which include Wisconsin’s Access, Initial Assessment, Safety Intervention, and Ongoing Standards.

The BPOHC position is responsible for the development and continuation of rate regulation of provider rates for residential care centers (RCC’s), group homes, and the administrative portion of Levels 3 and 4 foster care, and the development and continuation of the Performance Based Measures in the continuum of care.

This position is also responsible for the analysis of the impact of rate regulation and Performance Based Measures on state and county services to foster parents and families with children at risk of, or placed in, out-of-home care.

Minimally qualified applicants will have:
  • Professional experience in child welfare or another related human services field
  • Project Management experience (negotiating project priorities and deadlines, reviewing and approving timelines, estimates, proposals, plans, monitoring progress, etc.)
  • Experience engaging, facilitating, and/or providing outreach to stakeholders and constituents
Well-qualified applicants will have:
  • Experience addressing secondary trauma in a professional setting and/or supporting a trauma-informed work environment
  • Experience engaging persons with lived experience (individuals who have received services from or who would otherwise be eligible to receive series from, etc.) in supporting organizational practices and/or programming
  • Experience working with Wisconsin’s statewide automated child welfare information system (eWiSACWIS)
  • Experience writing and/or implementing policies or procedures
  • Experience working with data-driven performance monitoring and/or quality improvement approaches
