The City of East Moline is currently taking applications for the position of police officer. Applicants will be required to pass a physical agility test, written exam and interview before the Fire and Police Commission. Qualifying candidates will be placed on a two year eligibility list.

PATROL OFFICER
POLICE DEPARTMENT
SUMMARY: Under general supervision, patrols the city and enforces the laws and ordinances concerned with the preventions of crime and protection of life and property; performs related duties as assigned.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties, knowledge, skills and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class.)
DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)
1. Patrols the streets and alleys of the city while promoting safety to the citizens of East Moline.
2. Controls traffic flow as needs arise.
3. Enforces Illinois Criminal Code, Illinois Traffic Code and regulations, the City of East Moline ordinances and codes federal, state, county and city laws and ordinances.
4. Investigates vehicular and pedestrian accidents, interviews witnesses and assists in maintaining traffic flow.
5. Supports police/citizen cooperation and police /citizen community relations with emphasis on service to the community.
6. Maintains all departmental equipment, supplies and facilities used.
7. Responds to incidents and documents reports when required.
8. Performs a variety of technical tasks in support of the Police Department.
9. Investigates violations of laws and ordinances and issues warnings or citations as required; appear in court to testify regarding cases.
10. Writes and issues various criminal or civil notices, or papers related to enforcement of ordinances.
11. Provides mutual assistance during emergency situations and provides general information about department activities.
12. Provides good public relations, addresses concerns and offers the best possible customer services to residents and continue to improve the image of the city.
13. Assists in enforcing parking regulations.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of principles, practices, and procedures of modern police administration, organization and operation.
Knowledge of city ordinances, State and Federal Laws, city policy manual.
Knowledge of standards by which the quality of police service is evaluated and use of police records and their application to the solution of police problems.
Knowledge of law enforcement principles, procedures, techniques and equipment (including patrol vehicle, police radio, baton, pager and first aid equipment)
Knowledge of safety practices.
Knowledge of basic problem solving techniques.
Ability to react quickly and make independent and sound judgment in emergency situations, while demonstrating integrity and tact.
Ability to apprehend/assist in the apprehension of non-cooperative suspects; ability to use sound judgment in calling for assistance when needed.
Ability to operate city owned vehicle.
Ability to skillfully use firearms.
Ability to maintain confidence for sensitive situations.
Ability to ensure safe work environment.
Ability t o utilize various hand and power tools and animal capture equipment.
Ability to read and understand city maps.
Ability to understand and follow oral and written instructions.
Ability to work with personal computer in performing duties.
Ability to work in inclement weather conditions.
Ability to effectively communicate with those contacted throughout the course of the workday.
Ability to maintain effective working relationships with other departments, agencies, employees, supervisors and the public.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: There is frequent need to sit and drive; there is need to stand, walk, bend, climb, twist, stoop, talk or hear, use hands to finger, lift up to and over twenty (20) pounds, and perform other similar actions during the course of the workday. Position is subject to overtime, emergency call out and working in inclement weather. Position is subject to dangerous situations, i.e. arrests and hazardous chemicals. The City of East Moline promotes a drug/alcohol free work environment through the use of mandatory pre-employment and random drug testing.
MINIMUM QUALIFICATIONS: High school graduate or GED equivalent; possession of an associates degree from an accredited college or a minimum of 64 college credit hours toward a bachelor’s degree from an accredited college is preferred; Certification of meeting the requirements of the Board of Fire and Police Commissioners rules and regulations; possession of a valid driver’s license; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
