The Police Detention Officer performs duties associated with: the operation of a jail, the booking and processing of arrested persons, and the welfare and security of prisoners.
Distinguishing Characteristics
  • This classification has no supervisory responsibilities.
  • Work performance, methods and results are under constant review by supervisory personnel through observation, documentation and discussion.

Minimum Qualifications
Education and Experience
  • A high school diploma or General Educational Development (GED) equivalent.
  • Must be at least 21 years of age at the time of application.
  • Military experience is preferred, but not required.
Licensing, Certifications, and Other Requirements
  • Must possess and maintain a valid, unrestricted Arizona driver's license with no major citations within the past 39 months prior to the start date.
  • Possess certification from a Detention/Correction/Police Officer academy or ability to obtain certification.
  • Must possess and maintain a Cardiopulmonary Resuscitation (CPR) certification within a year of date of hire.
  • Pass a one-year probationary period.
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.

Knowledge, Skills, and Abilities
Knowledge of:
  • Modern detention practices and methods including the confinement of male and female detainees, juvenile custodial laws and applicable regulations related to security and privacy
  • Local, State, and Federal regulations relating to security and privacy.
  • Traffic laws, ordinances, and rules involved in motor vehicle operation.
  • Microsoft Office products and other relevant technologies.
Ability to:
  • Exercise judgment and make appropriate decisions under pressure in accordance with rules, regulations, and policies.
  • Fingerprint and photograph prisoners.
  • Communicate verbally and in writing; observe situations and recall details.
  • Maintain detailed records and logs and prepare written reports.
  • Perform basic clean up procedures to maintain jail areas.
  • Operate a computer terminal to retrieve warrant and records information on prisoners.
  • Listen, communicate, and work effectively with a diverse group of people.
  • Deal tactfully and courteously with the public.
  • Work under stressful conditions.
  • Establish and maintain effective working relationships with: subordinates, police personnel, other law enforcement agencies, City personnel, and the general public.
  • Deal effectively with upset individuals, and when required, use sufficient physical force to complete the jailing and detention of City prisoners.
  • Recognize unusual medical, physical, or mental conditions of prisoners.
  • Remember details and quickly carry out procedural steps.
  • Maintain proficiency with a handgun (if assigned).
  • Complete OSHA/safety training as required.
  • Assist with City Court appearances.
  • Assist officers and citizens who need information; copies forms, prepare bond receipts, collect bond money, and review court orders and release papers.
  • Obtain and maintain a CPR certification.
  • Provide court testimony, as required.
  • Perform other duties as assigned.
Essential Functions
Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Processes prisoners into the City's police detention facility; searches person, property and facility for contraband.
  • Captures quality mug shots and fingerprints.
  • Secures and inventories prisoner's personal property.
  • Grants and logs prisoner's phone calls.
  • Observes prisoners and logs security checks of prisoners being detained in cells.
  • Restrains combative, suicidal, argumentative, or mentally disturbed prisoners.
  • Determines if prisoners are ill or injured and obtains medical attention as necessary.
  • Prepares and feeds meals to prisoners.
  • Maintains jail facilities and equipment and conducts routine prisoner cell inspections.
  • Administers intoxilyzer test to suspects.
  • Maintains detailed records and logs and completes forms.
  • Determines release criteria of prisoners according to established procedures.
  • Determines bond amounts; coordinates with court clerks when bond is posted; disseminate paperwork to appropriate areas when prisoners are released or transferred; perform prisoner transportation duties.
  • Transports prisoners to and from court, county jail and other valley agencies.
  • Operates a PACE/ACIC/NCIC terminal to retrieve warrant and records information on prisoner; confirms warrants from other jurisdictions.
Pre-Employment Requirements
  • As part of the conditional job offer, candidates must successfully pass the medical examination prior to the start date.
  • This is a safety-sensitive position that requires candidates to successfully pass a post-offer drug screen prior to start date.

Reporting Relationship
  • This position within the Scottsdale Police Department reports to the Field Training Officer and/or Police Detention Supervisor in the Public Safety Division.

  • Display physical agility to restrain and control offenders within the confines of a jail setting or at mobile sites.
  • React quickly and effectively to physical confrontations and emergency situations with prisoners (average weight 160 lbs).
  • Bend, reach, kneel, and crouch; perform defensive tactics, which require quick reflexes, agility, coordination, and strength.
  • Learn and perform first aid and cardiopulmonary resuscitation (CPR) procedures.
  • Perform multiple physical tasks simultaneously.
  • Stand and sit for long periods of time.
  • Operate computer and other office equipment, intoxilyzer equipment, video arraignment equipment, telephone, camera, and fingerprint equipment requiring continuous and repetitive arm, hand, and eye movement, visual and muscular dexterity, and controlled manipulations.
  • Most work is performed in a holding facility, with occasional work performed in a normal office environment.
  • Operate a Mobile Data Computer (MDC) and a variety of standard office equipment in an office environment including: computer, telephone, calculator, copy, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
  • Visual and muscular dexterity to operate: a motor vehicle, computer equipment, and two-way radio maintaining constant vigilance to the surrounding area.
  • Perform first aid.
  • Work with cleaning fluids.
  • Use appropriate Personal Protection Equipment (PPE) when needed/required.
  • Safely operate a motor vehicle.
  • Travel to/from various locations.
