Senior Administrative Specialist

PURPOSE AND SUMMARY
Serve as assistant to the Health and Human Services Director and administrative staff, organize and manage daily administrative operations, represent the work of the Department and provide information about department services to various constituencies. 
 
ESSENTIAL DUTIES
Assist in the efficient operation of the Department’s administrative offices, including the confidential handling of visitors, calls, scheduling, correspondence, documentation, filing, records administration, and related clerical tasks. Respond to inquiries and provide information about the Department to members of the general public, the media, and representatives of other governmental units; including making presentations to groups when requested and directing issues that need immediate resolution to the Director or most appropriate program head. Assist in the scheduling and preparation of agenda items for the Department’s Health and Human Services Committee and other meetings as assigned; review draft memoranda, resolutions, position requests and other materials for agenda inclusion, attend meetings and record minutes. Coordinate appointments of members to the Health and Human Services and other oversight committees by soliciting recommendations and preparing appointment documents for review and confirmation. Review and monitor legislative bills and amendments, media reports and other information sources for emerging issues, needs and priorities; inform the Director about issues affecting the Department and consumers served. Coordinate department policy and procedure development, maintain currency, monitor organization, and provide guidance to Department personnel regarding compliance. Regularly monitor, coordinate, and update the Department’s web page and other communication media to promote and maintain positive, accurate, accessible, and timely communication with employees, community partners, and stakeholder groups.  Coordinate, perform research for, and participate in special projects and activities including in-service trainings, recognition programs, and other events. Represent the Director and act as his or her designee when requested. Perform other responsibilities as assigned.
 
QUALIFICATIONS
Minimum of an associates’ degree in public administration, business administration, communications, or a related field. Ability to read, comprehend, and follow instructions carefully and accurately, and to work independently and reliably with limited direct supervision. Advanced skills in using office software including Word, Excel, and PowerPoint. Outstanding written and verbal communication skills. Ability to make a clear presentation to a group of people. Excellent telephone skills. Mathematical skills including the ability to analyze financial data and monitor financial performance. Outstanding organizational skills, including the ability to organize work flow, maintain a filing system, and maintain a calendar. Ability to work effectively with a wide variety of people using good judgment, tact, and courtesy. Knowledge of the role and function of a County Health and Human Services Agency. Ability to demonstrate leadership and interpersonal skills in the management and delivery of projects. Ability to express ideas in a clear and concise fashion and display effective problem solving techniques. Must demonstrate high integrity and ethics.
Must have unlimited access to a car, a valid driver's license, proof of automobile insurance, and the ability to efficiently travel to a variety of community locations as needed.
