Manager, Project Management - Local Telecommute

Position Description
The Manager, Project Management will be responsible for overseeing all aspects of the Project Management Office at OptumServe. The leader will ensure the efforts of the PMO team are aligned with OptumServe and its business line priorities, organizational direction and culture. The leader will provide oversight of the project portfolio, direct management of department staff; review, evaluation, and prioritization of program/project requests; development and communication of project management process initiatives.

Primary Responsibilities:
  • Oversee design, implementation, administration and continuous improvement of Project Management and Portfolio Management policies, guidelines, methodologies, and tools/templates
  • Participate in Portfolio planning, Program Planning, Capacity and Demand planning meetings throughout the year
  • Attend critical project meetings in which the project or contract are in early stages of defining business requirements
  • Provide professional/ technical development opportunities through assignments, mentoring, and training opportunities ensuring that staff are developed and motivated to maximize full potential
  • Work as a liaison among stakeholders and organizational areas in order to elicit feedback, analyze, communicate and validate business requirements delivered are represented with high quality and addressing business needs; ensure that the requirements of organizational areas are represented
  • Monitors and reports progress, status, and issues related to program, project and planning efforts to stakeholders utilizing appropriate metrics
  • Identifies resource needs, allocates appropriate resources and continually monitors progress to ensure timely delivered features as well as recruits and hires PM staff accordingly
  • Work with business to understand strategies, initiatives, priorities, and cost drivers. Participate in strategic initiatives as assigned
  • Interface with business leaders and build relationships in support of financial planning and performance measurement
  • Determine sufficiency of ROI and present findings and recommendations to management
  • Review workforce requisitions and validate needs and budgets

Required Qualifications:
  • Bachelor’s Degree in Project Management, Organizational Management, Business, Engineering or related field
  • Seven (7) years of demonstrated Project Management (PM) experience
  • Minimum of two (2) years of managerial, supervisory or leadership experience
  • Equivalent combination of education, experience and/or applicable military experience will be considered
  • Demonstrated advanced project management skills in all areas of the PM Body of Knowledge: Integration, Scope, Time, Cost, Quality, Human Resource, Communications, Risk, and Procurement. Broad understanding of PM stages: Initiation, Planning, Execution/Control, and Close-out
  • Demonstrated management skills in Agile methodologies
  • Ability to use that understanding to develop tools and processes applicable to the organization
  • Strong technical skills including experience with Microsoft Software Suite including Project, and Visio
  • Ability to lead large implementation efforts around project methodologies at an organizational level; demonstrated facilitation experience for complex projects
  • Strong interpersonal skills including the ability to present, persuade and provide professional presentation materials to both large and small groups
  • Ability to develop and lead cross-functional teams and individuals throughout the various levels of the organization
  • Excellent oral and written communication skills required including the ability to communicate effectively with both internal and external customers
  • Ability to provide education, consultation and mentorship to a variety of staff from all levels of organization
  • Strong time management skills and sound judgment
  • Must be detail-oriented and well organized
 
Preferred Qualifications:
  • MBA, Masters in Project Management, or other related Masters-level degree preferred
  • Project Management Professional (PMP) certification highly preferred
  • SCRUM Certification
  • Technical writing and editing experienced a plus
  • National Career Readiness Certificate
