Region Analysis and Field Assessment Engineer

The Opportunity:  
The Washington State Department of Transportation (WSDOT) Southwest Region Traffic office has an exciting and unique opportunity for a Region Analysis and Field Assessment Engineer in Vancouver, WA.
 
In this role, you will serve as a technical program specialist responsible for managing the Region's Operational Analysis Program, Crash Analysis Program, and Field Operation and Assessment Program while supervising and mentoring employees in the traffic office and other regional engineering offices. This position provides evaluations of complex operations on a wide variety of transportation facility types including Freeways, State Highways, and Urban Cross sections. You will need to use knowledge of driver behavior, best practices and software evaluation to develop creative, practical solutions to complex problems.

This position will perform the following work:
  • Serve as the Region's expert in crash analysis and mitigation strategies. Develop creative and practical solutions to complex issues.
  • Utilize Highway Safety Manual to quantify collision problems and evaluate the effectiveness of devised solutions.
  • Conduct field reviews and produces crash analysis reports.
  • Present safety projects for Southwest Region at quarterly meetings.
  • Manage the administration of the Field Assessment Program on region highways, making a thorough field review of approximately 110 miles per year and be flexible as the program grows.
  • Conduct traffic operations spot safety reviews, field inventories, ball banking (curve warning sign review), wrong way traffic control devices, intersection reviews, pedestrian/bicycle safety evaluation, and school zone reviews.
  • Review intersection and corridor operations through the use of acquired knowledge along with specialized modelling software.
  • Review and prepare intersection control analysis reports.
  • Manager the Field Operations and Assessment section including the motorist information and signing program.
  • Prepare correspondence for the Traffic Engineer's signature in response to inquiries from other governmental agencies and private citizens.
  • Coordinate and manage work with the other WSDOT offices including Area Maintenance, Project Engineering Offices, and Project Development.
  • Other duties as assigned.
 
Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 3 or 4 level. The salary levels for each are:
 
Transportation Engineer 3: $65,592 – $88,236 Annually
Transportation Engineer 4: $72,432 – $97,392 Annually
 
Required qualifications for a Transportation Engineer 3 are:
 
Required qualifications for a Transportation Engineer 4 are:
  • At least three years of experience working in the traffic engineering field with exposure to Analysis and Operational strategies.
  • Working knowledge of Synchro, Sim Traffic, and Sidra analysis software.
 
In addition to the above qualifications, candidates at any level are required to have:
  • The ability to devise creative practical solutions to complex problems.
  • Interpersonal skills to communicate effectively both orally and in writing with others to explain technical traffic engineering principles, practices and methods.
  • The ability to apply engineering standards contained in the department's manuals.
  • The ability to train and mentor staff.
  • A valid, unrestricted driver's license with the ability to operate a state vehicle to travel to and from project sites for field reviews.
  • The ability use computer for CAD and other design software such as, Microstation and Synchro.
  • The ability to adjust work schedule to coincide with contractors schedule, project office schedule, deadlines, training, and meetings.
