Water Quality Analyst Twin Falls, ID
The Department of Environmental Quality (DEQ) is hiring a water quality analyst for our Twin Falls Regional Office. This position will write total maximum daily load's (TMDL), 5-year reviews, coordinate with the Wood River watershed advisory group, conduct surface water monitoring throughout the Twin Falls region, and coordinate with the surface water manager on issues pertaining to the 319 Program.
Example of Duties:
TMDL/Five-Year Reviews:
Project lead, project planning, and TMDL monitoring
Technical writing and data analysis
Implementation and act as regional lead
Communication and project follow-up
Harmful Algal Blooms (HABs):
Provide technical assistance on HABs protocols
Conduct monitoring and reporting according to regional and state office protocols
319 Non-Point Source Management Program:
Project acquisition, grant writing
Communication and application follow-up
Community outreach
Public Outreach:
Wood River WAG liaison
Responsible for all WAG meetings and communications
Ensure bylaws are met
Other activities as assigned:
Respond to complaint calls
Training and cross training
Research equipment procurement
Duties assigned by regional water quality manager
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 3076 TMDL (Total Maximum Daily Load) - One year of work experience developing and implementing TMDL's, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups.

Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to reach and bend for filing purposes
- Some periods of heavy reading and typing required
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required
- Must have a valid driver's license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to lift and carry up to 50 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Ability to work on elevated instrument platforms, ladders, etc.
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
- Must be able to swim and perform field monitoring work without on-site assistance or supervision
- May be required to travel and stay overnight in remote areas
- May come into contact with hazardous waste/materials
- Eyesight needs to be 20/20 (as corrected) to observe field compliance
