Job Description

The Office of Labor Policy and Standards (“OLPS”) is responsible for enforcing the city’s municipal labor laws such as the Earned Safe and Sick Time Act, Fair Workweek Laws, Commuter Benefits Law, and the Freelance Isn’t Free Act. OLPS also works closely with stakeholders on outreach and public education efforts to reach vulnerable workers and conducts research and data analysis to support enforcement and make policy recommendations. OLPS’ Division of Paid Care assists workers submit complaints regarding federal, state, and local labor and employment law violations and helps the Office coordinate with other government agencies, worker advocacy groups, as well as community, labor, and employment organizations.

OLPS is seeking a highly organized and motivated person to be a Legal Services Coordinator.

The Legal Services Coordinator will report to the Legal and Policy Director and be instrumental to the functioning of intake operations and the administration of the Freelance Isn’t Free Act. The Legal Services Coordinator also will collaborate with other agency divisions on labor standards compliance and license eligibility, support the Office’s policy work, assist the Paid Care Division, and work with the OLPS research team to ensure systems are in place to capture sufficient information that allows OLPS to analyze and report on issues concerning the effectiveness of intake, freelancer and other programs.

 

Responsibilities will include, but will not be limited to:

 

·        Overseeing a team of intake and administrative staff, who are responsible for fielding and responding to inquiries from the public, making appropriate referrals, receiving and processing new complaints, using office case management databases to enter and record information, and providing general administrative support in the office;

·        Ensuring that intake staff follows proper procedures for intake of complaints alleging violations of laws that OLPS enforces;

·        Overseeing a team of court navigators, who are responsible for handling complaints from and providing resources to freelance workers who are contemplating bringing an action in court for damages resulting from violations of the Freelance isn’t Free Act;

·        Ensuring that complaints filed by freelance workers are responded to in a timely manner;

·        Collecting information about, researching and reporting on issues related to the misclassification of employees as independent contractors;

·        Collecting and tracking information about complaints alleging violations of the Freelance Isn’t Free Act, including hiring parties involved, freelance workers’ occupations, violations of the law, value of the contract, hiring parties’ responses, and the results of the surveys;

·        Monitoring and overseeing the use of OLPS case management systems and databases to ensure proper case tracking;

·        Reviewing, researching, and drafting recommendations on labor standards compliance for license applications and coordinating with other divisions involved in the licensing process;

·        Coordinating internally and externally to ensure that workers are matched with proper referrals;

·        Developing and conducting trainings for a range of audiences on the laws enforced by OLPS;

·        Assisting with reviewing new legislation, rulemaking, implementing new rules and regulations, and managing public comments.


 Minimum Qualification Requirements


1.     A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2.     High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3.     Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

PLEASE NOTE: New York City residency is required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.


Preferred Skills


·        J.D., M.P.A., or similar degree;

·        Demonstrated supervisory and project management experience;

·        Experience in government, a labor union, a community-based organization advocating for workplace rights, a law office and/or other legal environment;

·        Experience with and knowledge of worker’s labor and employment rights and the misclassification of employees;

·        Interest and/or experience in management and operational issues;

·        Strong organization, analytical, research and writing skills;

·        Ability to work independently and creatively, and to inspire and lead others;

·        Strong communication skills both orally and in writing;

·        Public speaking experience;

·        Fluency in a language other than English.
