Petroleum Remediation & Redevelopment Project Leader

Job Summary

The position manages petroleum contamination related investigations and corrective actions using the authority established under state and federal statutes.

Duties include:
  • Manages the investigation and cleanup of petroleum tank release sites in the Petrofund fund-financed program.
  • Manages the oversight of the investigation and cleanup of petroleum tank release sites conducted by responsible or voluntary parties. This includes developing a preliminary plan of action for each assigned site, reviewing reports and determining appropriate corrective actions for each site, conducting enforcement actions as necessary, and ensure timely submittal of reports.
  • Manages sites enrolled in the MPCA’s Brownfields Program. This includes overseeing investigations, issuing assurance and technical assistance letters, reviewing proposed response actions to ensure development of contaminated properties is completed in a way that is protective of human health and the environment.

Minimum Qualifications:

  • Two years of advanced professional-level experience in petroleum remediation investigations and cleanups.
  • Experience must include performing comprehensive management of environmental petroleum investigations and cleanups; conducting enforcement actions; project planning and management; managing and directing remedial actions; ensuring the completion of the necessary actions so that public health and environmental risks are mitigated.
  • Candidates should have a strong working knowledge of chemistry, toxicology, hydrology, construction an environmental engineering. (Advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work).
  • Must also have the ability to work with the specific interests involved in environmental issues and policies and broad view of state, national and global environmental problems and solutions.
  • Possess effective human relations skills sufficient to work with a variety of business partners and staff, and lead and facilitate communication with members of governmental and non-governmental groups on complex issues.
  • And, good technical writing, public presentation, computer and communications skills.

Preferred Qualifications:

  • Knowledge of overall state and federal environmental framework related to environmental investigations and cleanup of contaminated properties.
  • Knowledge of Agency Remediation programs such as the Petroleum Remediation Program, Brownfields Program, Emergency Management Unit and the Petrofund rules.
  • Experience in petroleum Brownfield site environmental investigations and cleanup.
  • Experience in drafting scopes of work and budgets for environmental investigations and cleanups.
  • Experience with public communications efforts on health or environmental projects.
  • Experience in leading and coordinating teams, including guiding and developing team members and monitoring individuals and team performance.
  • Data analysis and data management experience sufficient to identify and report information that is critical to program issues and decision-making.

Ability to:
  • Develop management plans and enforcement strategies and milestones for complex and often unique site situations.
  • Plan, coordinate, influence, negotiate with other agency staff, other government agencies or departments and state contractors.
  • Resolve potentially contentious, controversial, and complex environmental issues.
  • Apply the Petroleum Remediation Program guidelines, Minn. Rules ch. 7037, and Petrofund guidelines/rules.

Physical Requirements

Ability to use a computer and perform keyboard functions for multiple hours per day.
Although a sedentary job is defined as one which involves sitting, a certain amount of walking and
standing is often necessary in carrying out job duties.

Driver’s License Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
