General Permit Writer (Environmental Specialist 4)

Our Water Quality Program is looking for a General Permit Writer in our General Permits Unit at our Headquarters building in Lacey, WA

The General Permit Writer develops the winery general permit, irrigation system aquatic weed control general permit, and the associated policies, procedures, guidance, and regulations.

We are looking for an applicant with excellent technical writing and people skills. This position must be able to analyze and understand technical data and regulations while demonstrating the ability to effectively communicate with and provide technical assistance to stakeholders.

Duties


The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
 
What does the General Permit Writer do?

This position is responsible for the development and implementation of wastewater and stormwater general permits, specifically the Washington Wineries and the Irrigation System Aquatic Weed Control general permits. This includes: 
 
  • Providing technical assistance to permittees and stakeholders.
  • Reissuing the Winery General Permit and the Irrigation System Aquatic Weed Control General Permit.
  • Actively leading the Permit Implementation Team Workgroups for the Winery permit and participating on the General Permit Writer's Workgroup.
  • Developing guidance for permit implementation.
  • Providing input to management on policy development around NPDES General Permits, enforcement, and permit implementation.
  • Engaging all stakeholders to develop environmentally protective and legally defensible permits that also work for the industry sectors being regulated.

This position is part of a group of professional permit writers, rule writers, and engineers. 

There is a potential that this position may require overnight travel, public speaking, and dealing with tough questions from stakeholders. This position involves being a part of a team that enforces water quality regulations on businesses, public entities and private individuals.

Qualifications

Required Qualifications:

A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Master's degree in one of the above fields AND three years of professional- level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Ph.D. in one of the above fields AND two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

Two years of experience as an Environmental Specialist 3 at the Washington State Department of Ecology.

Additional qualifying experience will substitute year for year for education.

Desired Qualifications:
 
  • Experience and demonstrated capability with technical writing and working with the public.
  • Experience with NPDES permitting.

Special Requirements / Conditions of Employment

Must maintain a valid driver's license.
