IT Application Developer (Journey Level)

The ITSO Financial and Administrative Systems Support (FASS) Unit within the Information Technology Services Office (ITSO) at our Headquarters building in Lacey, WA is currently looking to fill an Application Developer (Journey Level) position.

The Application Developer position provides purchased computer application configuration, custom computer application development, and support services for complex, agency-wide applications, projects, databases, and data reporting solutions. Ecology employees, executives, financial specialists, grant/loan managers, legislative liaisons, and human resources specialists rely upon the independent, skilled, and experienced services provided by the incumbent to acquire and manage state IT resources so that staff in Ecology's environmental Programs can concentrate on protecting Washington's environment.
 
We are looking for candidates who have computer application support experience, customer service skills, and possess strong communications skills.

Duties

 

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations. 

Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission. 

Section Mission: The Enterprise Business Technology Solutions (EBTS) Section is responsible for planning, design, development, implementation and maintenance of Ecology's agency-wide geospatial, environmental, financial and administrative applications and data systems. EBTS is comprised of four (4) application development units.

Unit Mission: The ITSO Financial and Administrative Systems Support (FASS) unit is specifically tasked with the mission to provide computer application architecture, requirements analysis, design, development, implementation, configuration, and maintenance support services for agency-wide applications in five main business functions:
  • Financial Services;
  • Administrative Services;
  • Executive office;
  • Legislative and Inter-Governmental Relations; and
  • Human Resources.
 
This specific position is located within ITSO FASS Unit. This position supports the agency, ITSO, and FASS missions by effectively developing, implementing, configuring, and maintaining agency-wide systems that support Ecology's mission.
 
Some of the key work activities of the Application Developer position are:
  • Configures and maintains purchased Software-as-a-Service (SaaS) applications to meet the business customers' needs.
  • Develops and maintains custom computer applications and interfaces between computer applications.
  • Works with Grant managers and Fiscal staff to understand their business needs as they manage millions of dollars.
  • Works with the Ecology team of computer application specialists to meet diverse business needs.
  • Tracks customer support given, identifies common themes, and develops solutions to problems before the customers encounter them.
  • The position will add technical expertise to a mixed team of business and IT staff to support large, existing SaaS solutions and their interfaces.

Qualifications
 
Required Qualifications:

An Associate's degree or higher in Computer Science; Information Technology OR completion of a two year accredited vocational training program in information technology or related program 

AND

Two (2) years recent professional experience in computer application development and maintenance of small to medium scale web-based applications.

OR

Four (4) years recent professional experience in computer application development and maintenance. Experience includes but not limited to independently analyzing, designing, implementing, maintaining and/or programming small to medium scale web-based applications, or configuring SaaS solutions.

OR

A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above except one (1) year of the required experience.
 
Desired Qualifications:
  • A Bachelor's degree with focus on programming/software development or SaaS solutions.
  • Four (4) years of professional information technology experience programming web-based software applications using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/Javascript for mobile applications.
  • Two (2) years professional experience configuring SaaS solutions, working closely with application end users.
  • Professional experience transferring end-user requirements into technology solutions centered primarily on Microsoft technologies.
