KIDS Production Support Supervisor

Under the general direction of the DCF BITS KIDS Section Chief, manage applications development of multi-platform Information Technology systems covering all aspects of the systems life cycle. Provide leadership to application development project managers, technology specialists, technology vendors and contractors to maximize application resources in support of DCF strategic goals for the KIDS Information Data System (KIDS). Lead the support and development of multiple multi-year, multi-million dollar projects utilizing highly sophisticated traditional and state-of-the-art and emerging technologies.
This position is responsible for supervising approximately 20 staff comprised of leadworker(s), project managers, project leaders, programmer/analysts including contract programmers, and maintaining the automated Child Support system. This position is responsible for developing and monitoring operating plans and budgets, policies, procedures, standards and guidelines to insure cost-effective, customer-focused delivery of application development systems, and services. This position is also responsible for identifying resources needed for each project, determining staffing needs, acquiring outside contractor services, and managing the staffing resources to provide application development and support to customers including the direct public.
This position assists and advises BITS management on priorities, finances, hardware/software purchases, business opportunities and customer service issues. The position contributes to the development and implementation of BITS policies, procedures, standards, and guidelines

Minimally qualified applicants will have:
Project Management experience (i.e. negotiating project priorities and deadlines, reviewing and approving timelines, estimates, proposals, and/or plans, monitoring progress)
Experience supporting a business unit by managing relationships at various levels within an organization (i.e. consulting with customer management to resolve issues that concern policies, goals and operations)
Experience leading a technical development team (i.e. developing and monitoring operating plans and budgets, policies, procedures, standards and guidelines to insure cost-effective, customer-focused delivery of application development systems and services)
Well-qualified applicants will have:
Experience working with both Agile and Waterfall Project Management Methodologies
Experience working with the Child Support Program
Experience in organizational change management and process/workflow improvement initiatives
