SLRAOC Contaminated Sediments Program Coordinator


Job Summary

The incumbent will coordinate the administration of all the components of the St. Louis River Area of Concern Contaminated Sediments Project (SLRAOC). The St. Louis River Area of Concern (AOC) is one of the most severely impacted areas around the Great Lakes Basin. The Minnesota Pollution Control Agency and the Wisconsin Department of Natural Resources are designated by the U.S. Environmental Protection Agency to address this AOC.

Job duties include:

Oversee and design the development of project guidelines, procedures, and standards;

Direct, lead, and coordinate the activities of consultants, project leaders, and other staff engaged in this project; including monitoring work and performance and providing lead work;

Develop and lead training sessions;

Monitor compliance of project operations with Federal and State technical, administrative, and fiscal requirements;

Evaluate project policies, progress and outcomes;

Support internal and external negotiations for personnel, financial, and technological resources for the project;

Lead communications and outreach with partners.

Minimum Qualifications

Three years of advanced professional-level technical and environmental program administration experience (advanced professional-level experience within MPCA is equivalent to Senior Environmental Specialist/Environmental Specialist 3, Hydro 2, SPA Sr./Planner Sr., or higher-level work) 

WITH

Experience in investigation and remediation of contaminated sites, including working on contaminated sediments;

Demonstrated planning, project management, coordination, communication, decision-making and writing skills;
Effective human relations skills to work with clientele and staff, problem-solving skills for resolving technical matters, and the demonstrated ability to bring projects to a conclusion.

Preferred Qualifications

Formal training in and experience of implementing Project Management principles and methodologies.

Experience in state and federal regulations pertaining to water quality, contaminated site remediation, and aquatic ecological protection.

Demonstrated planning and project management skills: including identification of skills and resources, planning, implementation, outcomes identification and measurement.

Demonstrated fiscal planning and budget management skills, including experience with State fiscal, contracting, and procurement databases and procedures.

Demonstrated data analysis and data management experience sufficient to identify and report information that is critical to program issues and decision-making.

Advanced working knowledge of various relational databases and electronic data management systems (EDMS), including coordinating development and operations as well as demonstrated experience in converting program management and data requirements to specifications for developing data bases and other applications.

Experience in coordinating and leading teams and training others.

Demonstrated history of productive and cooperative working relationships with internal staff as well as external partners and customers.

Demonstrated experience and proficiency in preparing and conducting presentations at public forums and in planning and leading public meetings.

License Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.

Physical Requirements

Ability to visit AOC remediation sites and oversee work on sites that have rough terrain.
