The Nuclear Waste Program (NWP) is currently looking to fill a Business Analyst (IT Business Analyst – Journey Level) position. This position will be located in our Nuclear Waste Program in our Richland Field Office (RFO) in Richland, WA.

The purpose of the Business Analyst includes applying in-depth business expertise and analytical processes to the planning, design and implementation of IT systems to meet the needs of the agency. These projects are highly complex, large-scale software development or technology infrastructure projects that require detailed planning, execution and responding to constant changes in IT technology and best practices. These projects are performed in partnership with many internal stakeholders and some external vendors. The systems include environmental systems with specialized scientific data, financial systems and regulatory data management systems.

Many of the systems also manage agency workflows to "run the business." The systems are relied upon by Ecology staff, management, partner agencies, legislators, and the public.

The Business Analyst is responsible for developing detailed business requirements that are given to technical engineers to develop information systems and implement infrastructure projects.

Program Mission: The Nuclear Waste Program's (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site; to ensure sound management of mixed hazardous wastes in Washington; and to protect the state's air, water, and land at and adjacent to the Hanford site.

The Nuclear Waste Program (NWP) strives to be a world-class regulator as we work with complex environmental management and cleanup challenges.

Section Mission: The Technology and Operations section provides information, tools, and IT services that support Washington State Department of Ecology (Ecology) staff and managers in their efforts to clean up the Hanford Nuclear Reservation and other dangerous and radioactive waste sites. The TED Unit provides IT project management, IT business analysis, IT environment data systems, IT systems administration, IT data management, and IT help desk services in support of program staff efforts to clean of Hanford in accordance with regulatory requirements, Tri-Party Agreement (TPA) milestones, and schedules.

Some of the key work activities of the IT Business Analyst position are:

Elicit functional (business) and non-functional (technical) requirements from internal and external subject matter experts for NWP lines of business; that are given to Project Managers and Technical Engineers to develop information systems and implement infrastructure projects. Serves as the programs organizational change management advisor on highly complex, program-wide, medium to largescale software development or technology infrastructure IT projects. Develops Quality Assurance (QA) plans and leads the project team to test the solution to validate compliance with business requirements.

Serve as a liaison between business stakeholders and technical staff to ensure business needs are clearly defined, understood and translated into technical solutions. Translate business and technical requirements into user stories, use cases and acceptance criteria. Write and maintain requirement and specification documentation.

Develop and maintain requirement traceability matrix for requirement management and re-use. Analyze functional and non-functional requirements for completeness and testability. Define testing strategies for approved acceptance criteria. Review test results to confirm that test acceptance criteria has been met
Provide consultation to project stakeholders. Conduct intensive, in-depth systems analysis for new or enhancements for medium to large and highly complex applications and systems.

Qualifications

Required Qualifications:

An Associate's degree or higher in Computer Science, Computer Engineering, or Information Technology OR completion of a two year accredited vocational training program in an Information Technology or related program.

AND

Two years recent senior level professional experience in business analysis of large-scale IT projects and/or major agency-wide IT initiatives.

OR

Four years recent senior to expert level professional experience in business analysis of large-scale IT projects and/or major agency-wide IT initiatives.


Desired Qualifications:
  • A Bachelor's degree with a focus on Information Technology, Computer Science, Computer Engineering, or business analysis or related field. 
  • Four years of business analysis experience on IT projects that cross program or agency boundaries.
  • Certification of Capability in Business Analysis (CCBA) or as a Certified Business Analysis Professional (CBAP) through the International Institute of Business Analysis (llBA), OR completion of a business analyst certification from a university or college.
